Are you ready to shape the future of how we work? Southwark Council’s Southwark 360 Programme is one of the most transformative projects we’ve ever undertaken, and we’re looking for a dynamic HR Policy & Reward Analyst to join us on this journey from August 2025.

This role is being offered on 0.5 FTE basis (18 HRS PER WEEK).

What you’ll be doing:

As a key member of the Southwark 360 team, you will play a pivotal role in shaping and delivering our ERP programme. Your expertise will directly influence successful outcomes by recommending system improvements and guiding colleagues through change with confidence and care.

You will be accountable for delivering people‑focused policies, projects and programmes throughout their lifecycle, leading on design, planning and implementation to ensure meaningful results are achieved on time, within budget and to the highest quality. Your ability to gain buy‑in through clear communication, persuasion and collaboration will be vital.

As a subject matter expert, you will champion best practice in your area, ensuring ownership is embedded across the organisation so that change is sustained and learning becomes part of our culture.

Research, Policy and Development

  • Lead research and development activities to inform decision‑making, including undertaking equality impact assessments and providing clear, insightful analysis.
  • Review and redesign key processes within the ERP programme remit, ensuring all relevant HROD policies and projects are aligned and supported by robust guidance and training for colleagues.
  • Translate complex information into practical solutions that drive the Southwark 360 vision forward.

Communication and Engagement

  • Actively participate in, chair and lead working groups—both in person and via Teams, working closely with the ERP HR and Payroll Programme Lead.
  • Drive engagement across the organisation, championing change and inspiring wider participation at every level.
  • Design and deliver a variety of staff engagement activities, creating meaningful opportunities for colleagues to help shape our future and contribute to problem‑solving.
  • Build and maintain strong relationships with key stakeholders, ensuring their voices are heard and their input is valued.
  • Represent the programme at board meetings, project meetings, team discussions and stakeholder forums, communicating progress and expectations clearly and effectively.
  • Help instil a culture of openness, transparency and shared ownership to maximise the impact of the Southwark 360 programme.

What you’ll bring to the role:

  • A relevant degree or management qualification, with proven project management experience (PRINCE2, Agile, or similar).
  • In‑depth knowledge of employment law and best practice, ideally within a public sector setting.
  • Hands-on experience delivering pay and reward initiatives and navigating HR/Payroll/ERP systems to provide data-led insights.
  • Familiarity with local government terms and conditions and how they impact policy and systems.
  • The ability to engage and communicate effectively at all levels, driving confidence and trust.
  • A proactive, solutions-focused mindset, able to thrive in a fast-paced environment with high attention to detail.
  • Excellent time management and prioritisation skills, able to juggle tight deadlines.
  • Sharp analytical skills to assess HR & Rewards data and make informed decisions
  • Resilience and motivation to work independently while contributing to a team culture of high performance.
  • Enjoy a balanced approach with hybrid working.
