System Devleopment Consultant - NEC Housing
Salary range: £55,323 - £57,402 p.a. plus fantastic benefits

Croydon Council manages approximately 12,000 residential properties and has recently implemented NEC Housing as a replacement for the OHMS Housing Management System. This modern platform supports a wide range of housing services, including Estates, Repairs, Rents, Service Charges, Allocations, Housing Advice, Property Purchase, Lettings, and Housing Online.
We are building a dynamic and forward-thinking team to support NEC Housing, deliver additional modules, and continuously improve processes in line with the needs of our customers. This includes both enhancements to existing modules and the implementation or reconfiguration of the following service areas:
- Online Repair Reporting
- Task Manager
- NEC CRM
- NEC CBL
- Housing Online
- Servicing
- Disrepair
- Document Management Integration
- NEC Assets
- NEC Go-Mobile
- Reporting / Power BI
- NEC Data Warehouse & Dashboards
- NEC Support Services
Role Overview
This role sits within the Council’s Housing Directorate and will lead the development of NEC Housing as a critical line-of-business application. You will drive service improvements through effective system configuration and agile delivery.
We are looking for someone who:
- Solves problems creatively and collaboratively, using data and insight to design solutions that improve customer outcomes.
- Has a customer-first mindset, ensuring that system improvements reflect the real needs of residents and service users.
- Demonstrates tenacity and resilience, seeing complex projects through from design to delivery.
- Takes ownership of their personal development, staying up to date with system capabilities and best practices.
- Is outcomes-focused, always aiming to deliver measurable improvements in service delivery and user experience.
You will manage technical design workshops with service users and NEC consultants, produce system specifications, and make informed decisions on the best solutions to support service delivery. You’ll build and test configurations in a test environment, lead user testing, and implement approved solutions in the live system.
What are we looking for:
- At least two years’ experience in the design, build, and testing of NEC Housing.
- A proactive, self-managing approach to workload and priorities.
- Strong collaboration and communication skills, with the ability to work across teams and with external partners.
- A passion for continuous improvement and delivering transformational change through technology.
Working Arrangements
Full-time, 36 hours per week, permanent contract.
Hybrid working, with monthly in-person meetings at the office or as required.
Each Systems Development Consultant will specialise in a number of modules or service areas to ensure full coverage of the NEC Housing platform.
