Are you ready to play an important role in leading the delivery of specialist and complex repairs & maintenance cases in one of Londons most ambitious and diverse boroughs?

Redbridge Council is looking to recruit a Specialist Maintenance Manager who will play a pivotal role in the Repairs & Maintenance Operations Manager to ensure delivery of a first-class service to all tenants and leaseholders, whilst meeting all regulatory & statutory requirements.

You will lead our strategic and operational approach to specialist and complex cases raised which may include addressing damp, mould, condensation & disrepair issues.

You will also lead on the delivery of the aids and adaptations service for the social housing stock.

About the Role:

As a Specialist Maintenance Manager, you will work collaboratively with the Responsive Maintenance teams and contractors to ensure works are completed on time, to agreed standards and within budget.

You will assist in the effective procurement and management of the Association&©s programmes relating to aids & adaptations, specialist and/or complex cases.

This is a key role responsible for overseeing and managing the investigation, remediation, and prevention of specialist and/or complex repair issues across the social housing stock, ensuring tenants live in safe and healthy conditions.

The role is critical in ensuring residents' health and safety, maintaining the councils housing standards, and delivering efficient responses to complex cases in line with regulatory requirements.

Overview of the role:

  • Develop and implement strategies to prevent specialist cases including damp & mould, condensation and disrepair problems, ensuring compliance with housing health and safety regulations.
  • Ensure the delivery of efficient and effective response to specialist cases including Damp, Mould & Condensation and Disrepair services.
  • Deliver the aids and adaptations service for the social housing stock, ensuring that cases are effectively managed through to completion, to high levels of satisfaction and ensuring value for money.
  • Provide clear and innovative leadership across the Team.
  • To work closely with all areas of the business to ensure that the Damp and Mould Action Plan is implemented within timescales and identify areas for improvement and report performance to senior management and board.
  • To take responsibility for the day-to-day management of specific expenditure and budgets (Circa. £2M) for various works and projects
  • Supervise and coordinate surveyors and contractors to ensure timely inspections and remedial works.
  • Monitor and manage contractor performance, ensuring adherence to agreed service levels and contract terms.
  • Conduct site visits to assess the severity of issues and provide technical recommendations.
  • Collaborate with contractors, consultants, and internal teams to deliver effective interventions & to address concerns, providing guidance on property maintenance and ventilation.
  • Provide guidance to tenants on preventing complex cases in their homes.
  • Maintain accurate records & report details of inspections, remedial actions, completed works and budgets.
  • Monitor emerging trends and regulatory changes, in all areas of responsibility ensuring the council's compliance.
  • Develop & deliver training and awareness to internal teams and tenants on damp and mould & disrepair prevention measures.
  • Act as a point of escalation for complex or high-priority cases.
  • Report progress and key performance indicators (KPIs) to senior management and stakeholders.
  • Ensure all works are completed to high-quality standards, within budget, and in accordance with regulatory requirements.

About You

  • Relevant qualification in Building Surveying, Construction, or a related field (e.g., RICS, CIOB, NVQ Level in Property Maintenance) OR relevant building surveying, maintenance or construction management qualification and or equivalent experience
  • Recognised management and /or leadership qualification or equivalent experience.
  • NEBOSH / IOSH qualified to Certificate level
  • Strong knowledge of damp and mould causes, building pathology and moisture-related problems, remediation techniques, and relevant legislation, including Housing Health and Safety Rating System (HHSRS) and Homes (Fitness for Human Habitation) Act.
  • Strong knowledge of disrepair legislation, building pathology, remediation techniques, and relevant legislation, including Housing Health and Safety Rating System (HHSRS) and Homes (Fitness for Human Habitation) Act.
  • Strong experience and knowledge of the legal frameworks and regulations relating to the effective management of specialist cases inc. Disrepair and DMC cases.
  • Experience of managing & delivering aids & adaptations service.
  • Experience of managing and leading staff and teams and building relationships with internal and external stakeholders.
  • Ability to produce clear, well-structured reports to Boards, and management teams to aid effective decision making.
  • Excellent knowledge of CDM Regulations (2015)
  • Strong commercial/financial track record and experience of leading teams through business planning / execution and change.
  • Proven track record managing contracts with significant knowledge and proven track record of procurement activity and optimising technology to drive value.
  • Experience in leading the investigation of formal complaints.
  • Technical experience of identifying, specifying, monitoring and quality checking repair activity.
