We are seeking a dynamic and experienced Project Manager to lead and manage a diverse portfolio of projects within the local authority. This role is integral to ensuring the successful delivery of strategic initiatives that enhance local services, infrastructure, and community outcomes.

As a Project Manager, you will be responsible for overseeing the entire project lifecycle—from inception to completion—ensuring that all projects are delivered on time, within budget, and to the highest quality standards. You will work closely with key stakeholders, including internal teams, external partners, and the local community, to drive impactful change in alignment with the authority’s vision and policies.

Key Responsibilities:

- Oversee project development, from planning through execution to evaluation, ensuring successful delivery within time, budget, and quality constraints.
- Manage resources effectively, identify and mitigate risks, and ensure compliance with local authority policies and regulatory frameworks.
- Lead on tendering and appointment of specialist technical advisors as required.
- Provide expert guidance on project management methodologies and drive continuous improvement in project delivery practices.
- Lead key projects, including supporting changes in legislation such as the extension of food waste collection in 2026 under the Government’s Simpler Recycling provisions.
- Oversee Extended Producer Responsibility (EPR) projects, such as improving waste collection for flats above shops.
- Support the delivery of initiatives outlined in the Council’s Reuse and Recycling Plan, including improving recycling in purpose-built flats and implementing a Mobile Community Recycling project with external partners.
- Provide operational support for strategic changes within the Reuse and Recycling Plan and corporate-agreed projects.
- Collaborate closely with Public Realm services, particularly the strategic waste team, and other Council teams such as Communications.
- Lead, develop, and motivate a high-performing team to deliver outstanding project outcomes.
- Ensure that corporate, departmental, and service-level project practices are understood and implemented.
- Effectively manage project budgets, ensuring cost control, risk management, reporting, and project closure.
- Monitor and evaluate project performance, making evidence-based recommendations for improvement.
- Coach and support staff development within the team.
- Communicate effectively with elected members, internal teams, and external stakeholders.
- Build a culture of trust, collaboration, and innovation within the team and across the organisation.

Essential Requirements:

- Ability to engage, coach, and motivate teams and set clear targets and expectations.
- Evidence of high levels of customer service and satisfaction.
- Experience of successfully managing performance and providing clear constructive feedback.
- Experience of successfully implementing plans and projects to time and budget.
- Ability to effectively plan and manage budgets and resources.
- Demonstrates a good understanding of the political structure and role of elected members.
- Ability to work collaboratively both within own service and across other services.
- As a regular and intrinsic part of this role requires speaking to members of the public in English, the ability to converse at ease, politely and courteously with customers, and provide advice in accurate spoken English is essential and consistent with the requirements of this role.
- Organisation and project team management: Proven ability to motivate and manage multi-disciplinary project teams. Strong organisational skills with experience in cross-council teams, ensuring effective collaboration, and fostering a positive and productive team environment, combined with the management of external consultants integrated into projects.
- Finance and resource management: Experience in managing project budgets, financial forecasting, and resource allocation. Ability to monitor and control project costs, ensuring efficient use of resources while maintaining high standards of quality and service delivery.
- Project management expertise: Extensive experience in managing complex projects within a public sector or local authority context, with a proven ability to lead projects from initiation through to successful delivery. Familiarity with project management methodologies (e.g., PRINCE2, Agile) and the ability to tailor approaches to suit specific project requirements.
- Strategic thinking and problem-solving: Strategic mindset with the ability to align projects with the local authority’s broader goals and priorities. Demonstrated ability to anticipate challenges, identify solutions, and proactively manage risks to ensure projects stay on track and deliver intended outcomes.
- Ability to use own initiative and make decisions under pressure to enable the successful delivery of projects.
- Excellent organisational skills, including managing multiple people and priorities to meet deadlines.
