Opportunity has arisen to join our client finance team within Redbridge Council as a Appointeeship, Deputyship and Protection of Property/Sec 46 officer. We are looking for an experienced officer to manage the Councils Court of Protection and Department for Work and Pensions Appointee application process and managing income/expenditure, maintaining financial controls, and promoting a good standard of service as well as delivering on our statutory duty to provide Public Health funerals.
The role will involve working across all Local Authority service sectors, with particular emphasis on Adult Social Services (including NHS MH services) as well as care providers, client family members, financial institutions, solicitors/judges, and law enforcement.
Role Purpose
To provide an efficient, effective, comprehensive and expert Client Affairs function for Adults Social Care. To include all aspects of Court of Protection Deputyship, DWP appointeeship and property protection – in accordance with the London Borough of Redbridge’s policies and procedures and in accordance with all statutory requirements.
Coordinate, project manage, budget, plan and case manage all allocated cases to include, Deputyship, Appointeeship, Property Protection and PHA s46.
Responsible to provide expert guidance, consultancy and support to council staff and external colleagues and stakeholders on DWP appointeeship, Court of Protection (property and affairs) and Mental Capacity Act 2005 legislation and practice.
To be responsible for the interpretation and implementation of relevant guidance.
To act in accordance with the requirements of the Care Act 2004 and Mental Capacity Act 2005 that may affect Appointees and Deputyships and abide by Court of Protection Orders and any regulations set by that department.
To follow and adapt any new OPG standards of practice
Responsible to manage the financial affairs of service users who have been assessed as lacking mental capacity and may be vulnerable to financial abuse.
Deliver the council’s statutory funerals service, as part of PH Act 1984 Sec 46/50 ensuring that duties are performed with appropriate customer care, respect and sensitivity.
Key Accountabilities
You will be able to demonstrate experience of, or ability in:
- To provide an efficient, effective, comprehensive and expert Client Affairs function for Adults Social Care – in accordance with the London Borough of Redbridge’s policies and procedures and in accordance with its statutory requirements.
- To understand and have knowledge of Adults safeguarding and Deprivation of Liberty practices and/or legislation
- Knowledge and application of PH Act Sec 46, OPG professional guidance, COP MCA legislative framework
- Dealing directly with vulnerable adults, their advocates, and the public Extensive, up to date knowledge of current legislation in relation to Appointeeship & Deputyship and associated guidance, and its application in established policy and practice
- The ability to take supervisory responsibility for service delivery and resources
- You will be responsible for their own caseload management of finances for vulnerable adults that lack the capacity to manage their own finances
- Identifying and implementing policy and/or process changes
- Working as part of a team and alone without direct supervision
This is an “essential car user” role therefore suitable candidates will require to show evidence of clean driving licence and will have access to own vehicle. You should be a confident communicator who is able to foster great working relationships with those you work with and who relishes having responsibility for a wide remit. A flexible approach and the ability to adapt quickly to changing priorities is essential, as is the ability to work in a demanding environment with minimal supervision.
