Emergency Planning Manager (Maternity Cover)

Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport. There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International. Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground. There's also an extensive road network which provides close and easy access to the M25 and M23.
About the Role and our Ideal Candidate
About the Role:
Some of the roles of this position will include but not limited to the following:
- Leading on the Council's preparedness, response and recovery arrangements under the Civil Contingencies Act.
- Responsible for the development and delivery of the Council's Emergency Planning and Business Continuity policy and strategy.
- Development of specific policies and procedures to contribute to the continuous improvement in designated work area.
- Coordination of the work of a team, both formally and/or as part of a project to ensure individual and team objectives are delivered.
- Ensure work objectives are delivered in line with agreed standards and/or statutory requirements and effectively communicated to partners and service providers.
Our Ideal Candidate:
It's essential that the successful candidate has relevant experience of working in Emergency Planning. They must also have an understanding of the legislation, associated guidance and industry standards relevant to Emergency Planning or Business Continuity in a local authority.
The candiate must be willing to be on the emergency planning out of hours on-call rota, this will necessitate some out of hours working including evenings and weekends due to the emergency planning on-call rota.
Good interpersonal skills and experience of working with multi-agencies and partners is desirable.

Local Intelligence Check (LIC) and Counter-Terrorism Checks Level 3 Vetting
Important Information - Local Intelligence Check (LIC) and Counter-Terrorism Checks Level 3 Vetting
The successful candidate will have to undergo the specified vetting process including an initial Local Intelligence Check (LIC) and Counter-Terrorism Checks Level 3 Vetting.
Part 1: A Local Intelligence Check (LIC) which involves local Sutton Police officers running a search on the successful candidate on a database to ensure there's no/limited risk to working from the Police Station pending the outcome of full vetting (part 2). This process is expected to take 2-weeks and is to be completed before the agreed start date.
Part 2: A New Scotland Yard CTC Level 3 Vetting: This process is done upon appointment and commences on the agreed start date at the Police Station. This is an enhanced process which involves a more thorough background search to provide the right security clearance for access to the police station. This process typically takes at least 3 months to complete.
Please note: Appointment and employment is conditional on the post-holder completing and successfully holding Met Police Vetting (Non Police Personnel Vetting Level 2) in order to operate from Sutton Police Station. Failure to pass Met Police Vetting will result in the immediate termination of contract.
