About the role:

Waltham Forest is at the forefront of building stronger, more resilient communities through Welcome Hubs, a key part of our Stronger Communities transformation programme. We are seeking an experienced Programme Manager to lead the successful delivery of our Welcome Hubs, which reimagine how we use public buildings such as libraries to co-locate services. Welcome Hubs are a new model of service delivery that aim to provide timely relational and preventative interventions, act as vital community-led spaces, and provide residents with seamless access to the right advice and guidance at the right time.

As the Programme Manager, you will oversee the development, coordination and implementation of the Welcome Hub model at sites across the borough as well as manage interrelated projects that form part of our broader strategy to increase resilience in our residents. You will work closely with council services, community groups, and volunteers to ensure these hubs are welcoming, integrated spaces where residents can access a range of services - from early help and adult learning to health and wellbeing support.

Waltham Forest is setting an ambitious vision for a changed borough by 2030 with the development of our new Corporate Plan; Mission Waltham Forest. Local government is also facing unprecedented financial challenges. Mission Waltham Forest sets out how we will respond to these complex societal challenges whilst keeping a firm financial footing. We are seeking to recruit 3 dynamic and experienced Programme Managers to lead in the following areas:

You will work closely with council services, community groups, and volunteers to ensure these hubs are welcoming, integrated spaces where residents can access a range of services - from early help and adult learning to health and wellbeing support.

Adults: To deliver on this ambitious agenda, we are mobilising a multi-year Transformation Programme. We must confront the pressing challenge of increasing demand and diminishing resources - to do this we will need to fundamentally change the way we work and set out a radical transition to delivering an outstanding experience for every resident that needs our help. In this role, you will design and deliver change initiatives within Adult Social Care, ensuring high standards in project management, planning, and risk management. You will have excellent problem-solving skills and design thinking to tackle strategic priorities within a fast-paced and innovative environment. As Programme Manager you will work closely with senior stakeholders and external partners to address the borough's most pressing challenges.

Housing: In this role you will be responsible for leading a focused project on temporary accommodation, delivering solutions that enable the service to be financially sustainable and aligned with the needs of those seeking housing support. You will play a crucial role in managing the project's budget, ensuring cost efficiency, and identifying areas where financial resources can be optimised. You'll need to navigate the challenges of providing quality housing while adhering to financial constraints. This role demands a mix of project management expertise, financial acumen, and a commitment to maintaining high standards of service delivery for vulnerable individuals and families.You will have excellent stakeholder management skills and experience in political and public sector environments.

Key Responsibilities:

  • Programme Leadership: Manage the delivery of the Welcome Hubs programme, ensuring it meets strategic objectives, is delivered on time, within budget, and to the expected quality standards.
  • Collaboration and Stakeholder Management: Build strong relationships with council departments and partners to drive integrated services and a coherent "One Team" approach across all hubs.
  • Data-driven Decision Making: Use data and evaluation to inform the development and evolution of services within the hubs, ensuring they are flexible and responsive to the needs of residents and can show measurable outcomes and benefits.
  • Governance and Reporting: Ensure effective governance, including risk management, and regularly report on progress, outcomes, and impacts to senior stakeholders.
  • Continuous Improvement: Promote a culture of continuous improvement, ensuring that the Welcome Hubs adapt to emerging needs and challenges while delivering consistent, high-quality service.

Qualifications and Requirements:

  • Proven experience managing large-scale programmes or projects, ideally within local government, community development, or health sectors.
  • Strong leadership skills with experience managing cross-functional teams, external partners, and stakeholders.
  • Ability to manage complex, multi-disciplinary programmes and deliver against tight timelines and competing priorities.
  • Excellent communication and interpersonal skills, with the ability to influence and engage a wide range of stakeholders, from senior council members to community volunteers.
  • A proactive, data-driven approach to decision-making, with a focus on delivering measurable outcomes and benefits.
  • Experience in implementing co-located service models or integrated service delivery in community settings is desirable.
