About the role:
Waltham Forest is setting an ambitious vision for a changed borough by 2030 with the development of our new Corporate Plan, Mission Waltham Forest. The scale of inequality faced by our residents is all too often the barrier that holds people back from realising their ambitions. Local government is also facing unprecedented financial challenges. Mission Waltham Forest sets out how we will respond to these complex societal challenges whilst keeping a firm financial footing.
To deliver on this ambitious agenda, we are mobilising a multi-year Transformation Programme. We must confront the pressing challenge of increasing demand and diminishing resources - to do this we will need to fundamentally change the way we work and set out a radical transition to delivering an outstanding experience for every resident that needs our help.
The Strategy and Change Team sits at the heart of the organisation. As a Senior Programme Manager, you will play a pivotal role in designing complex transformational change within the Social Care and Education sector. Focussing on how we can improve outcomes for some of our most vulnerable residents whilst ensuring financial sustainability for the organisation.
Your expertise will be crucial in driving the realisation of benefits, establishing robust accountability and transformational change. As part of the Strategy & Change Service, you will work directly with Senior Responsible Officers to lead change and design innovative solutions to our most pressing challenges.

Key Responsibilities:
- Lead the definition, design and delivery of complex organisational transformation programmes within the Social Care and Education sector; using innovation and creativity to meet the needs of residents
- Provide strategic direction and alignment to programme teams, ensuring the delivery of Mission Waltham Forest and associated outcomes for residents
- Develop and implement effective programme governance structures and robust oversight of delivery
- Provide the leadership to drive forward the Council's transformational agenda with a focus on achieving sustainable outcomes and achieving financial sustainability
- Work collaboratively with senior leaders and responsible officers to ensure impact and delivery
Qualifications and Requirements:
To be considered for this position, you should meet the following requirements:
- Curious problem solvers ready to generate new ideas, insights and innovative solutions
- Ability to establish and maintain effective relationships with a wide range of stakeholders, bringing people with them on the design and transformation journey
- Proven experience in providing strategic leadership to design and deliver complex transformational change initiatives
- Ability to work effectively in political environments
- Able to deal with ambiguity
- Proven experience in leading and delivering complex transformational change initiatives
- Strong project management skills, including budget management and resource allocation.
- Exceptional leadership and communication skills, with the ability to engage effectively and drive change at all levels.
- Experience in local government or public sector transformation initiatives is highly desirable, particularly in the Social Care and Education sectors.
