Childrens Placement & Quality Officer
Grade 6- £36,567 to £39,951 per annum subject to final confirmation (12 Month Fixed Term Contract/Secondment Opportunity)
The London Borough of Havering is looking to recruit a Placement and Quality Officer for the North East London Commissioning Partnership to lead on brokerage of placements of looked after children under the services commissioned by the North East London Commissioning Partnership and to provide oversight of placements made under the services commissioned by the North East London Commissioning Partnership and support partner authorities to make placements.
This is an exciting role at an exciting time in North East London’s Children’s Services.
The North East London Commissioning Partnership (NELCP) is a strategic partnership between eight East London boroughs including Havering, Barking and Dagenham, Tower Hamlets, Newham, Waltham Forest, Redbridge, Hackney and City of London. Together, the Partnership aims to work collaboratively to drive commissioning in children’s social care across the area, with the goal of improving the lives and life chances of children and young people. Alongside the strategic function of shaping the commissioning landscape to source stable homes for children in care, the Partnership currently commissions and manages a provider, with c20 children’s care placements across the sub-region. The strategic alliance and the direct provision both improve outcomes and stability for children and young people, alongside delivering best value for local authorities.
Hosted by the Integrated Team at Havering Place, this role works with commissioners and brokerage teams across North East London to shape the provider market in response to challenges faced in relation to market forces and local authority finances. The role also works on behalf of the Partnership on pan London initiatives and other regional developments, working closely Director of Children’s Services for the boroughs.
If successful in your application for the role of Placement and Quality Officer, London Borough of Havering, you will/will be:
- To assist in the day to day provision of a commissioning service home placements on the North East London Commissioning partnership contract with Woodfords children Homes consortia for looked after children and children in need from the 7 NEL local partner authorities maintaining high professional standards at all times.
- To locate and co-ordinate placement making and packages of care identifying and assessing, both for service quality and value for money, a range of placement provision and maintain relevant resource data base.
- To ensure that provisions where placements are made meet quality expectations, through visits, reporting where deficiencies are evident and working with the relevant Quality Assurance Teams within each partner organisation.
- To input to the design of a market that is capable of responding to demand for children’s placements
- Ensure that the communication with the operational services of the local authorities and Woodford Children Homes is of high quality and that all necessary protocols and procedures are followed in placing children
