About the role:
To develop and operationally manage the service. To always ensure quality and value for money. To ensure the service complies with relevant legislation, regulations, and policies. Assist the Housing Partnerships Manager in the strategic client management of TMO management. Develop, manage and monitor the TMO Management Agreement with TMO's. The postholder will plan, implement and monitor all workstreams and report when necessary to senior management and elected members.

Key Responsibilities:
- Plan and organise work to ensure the delivery of those aspects of the service for which responsible.
- Undertake / support consultation procedures. Identify issues, resolving as appropriate and escalating complex problems if necessary.
- Collate process and analyse complex information. Ensure all required records and information are maintained correctly.
- Prepare and present results / responses / reports / recommendations.
- Provide authoritative advice, guidance and support to colleagues, customers and stakeholders.
- Respond to and investigate enquiries / escalated complaints.
- Contribute to identifying and delivering information / activities to support service delivery / promote the service area
- Challenge customers' practice and minimise risk, referring concerns to line manager.
- Work closely with others to clarify changing requirements. Identify, recommend and support the development and delivery of improvements.
- Contribute to the development and implementation of policies, procedures and systems.
- Lead projects or improvement programmes or contribute to the delivery of larger projects.
- Support others in their development, including external organisations / customers where appropriate.
- Develop good working relationships and communicate effectively with internal / external organisations / partners and stakeholders.
- Represent specialist area internally and / or externally.
- Model, demonstrate and promote good practice relevant to the role.
- Support partnership agreements and partnership working within area of responsibility.
- Contribute to service / business plans for area of responsibility and to wider service planning and development activities.
- Contribute to budget planning as required.
- Quality check documents, decisions and/or presentations before delivery

Qualifications and Requirements:

- Experience of developing robust performance monitoring and review procedures to ensure quality, compliance and continuous service improvement.
- Ability to interpret, analyse and present complex data, evaluate options and make recommendations.
- Ability to project manage comprehensive service reviews.
- Provide sound professional advice with clear, cohesive, well-presented arguments to support proposed viewpoints and recommendations.
- Sound grasp and experience of project and programme management.
- Experience in research/ benchmarking of best practice and alternative approaches to service design, strategy and delivery
- Well-developed communications and presentation skills to report clearly and consistently to members, the public and officers in written and oral form.
- Experience of organising, administering and recording meetings and events involving key stakeholders.
- Extensive experience of liaising with external bodies e.g. government departments, housing agencies, external auditors etc
- Knowledge of major legislative, social and economic issues facing the commissioning, contracting and delivery of Housing Services
- Knowledge of the construction and development processes and current advances in the housing development sector
- Ability to build relationships, influence and engage successfully with colleagues, partners and clients at all levels in complex or politically sensitive situations.
- Demonstrable experience of achievement of measurable results in an environment where political, social and financial issues impact on service delivery
- Sound knowledge of relevant IT packages, including the use of spreadsheets, databases and presentation software
- Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with conflicting and changing demands.
- Excellent communication skills and ability to express strategy, ideas and agreements concisely and persuasively.
