About the role:

Under the New Roads and Street Works Act 1991 utility companies are entitled to work in the highways to provide and maintain their apparatus. Works, and reinstatements, must be carried out to the prescribed standards and, as highway authority, Waltham Forest have an enforcement duty to ensure these standards are met. We also issue licences for other highway activities such as hoarding & scaffolding. We have a duty to manage our road network balancing the necessity of works on the highway with the right of road users to expect the minimum disruption from works.

Highways is responsible of about 420km of roads, 900km of footpaths, 30km segregated cycle tracks and we require an experienced Street Works Technician. The post holder will be required to monitor the performance and safety of street-works and highway licences and take action to ensure the relevant codes of practice are followed and that the operation of the network is maintained. Our Technicians operate on an area basis and are required to manage their own programme of inspections and enforcement actions. The ideal candidates will have in depth knowledge of street works practices and procedures, including Red Book traffic management and be able to attend site meetings to agree proposed traffic management and reinstatement for Major works.

IT skills should include the ability to use Microsoft Office packages. Experience in the use of Symology and/or other Street Manager compatible street works management systems will be useful. Handheld devices are used for the collection of field data.

The successful candidate will join a busy team within our Highways Department and you should therefore have good time management and organisational skills and be prepared to meet strict deadlines. New Road and Street Works qualification (NRSWA ticket with minimum of five module from following modulates LA,S1, S2, S3, S4, S5, S7 required). Also, a full driving licence and daily use of a vehicle will be required.
