About the role:

This post is that of a Training and Development Officer within the Fostering Team within Children's social care.

Reporting to the team manager, the Training and Development Officer will work as part of the Fostering team to promote fostering across Waltham Forest in CSC and will provide a professional service to foster carers, children and young people. The role of the Training and Development Officer is to lead on planning, commissioning, coordinating and reviewing the delivery of training and development opportunities for the workforce and Foster carers; with particular reference to the requirements of the Children's Act 1989 and 2004, Children and Families Act 2014, The Care Planning, Placement and Case Review (England) Regulations 2010, London Child Protection Procedures, Working Together and the Local Safeguarding Children Board's priorities, including training that supports effective practice promoting the welfare of children as well as safeguarding children.

The post holder would need to ensure that foster carers have an annual programme that is re-viewable and maintained.

Salary rate is a range between From £39,951 - £42,840 depending on experience

Knowledge, Skills and Experience P02:
  • Excellent interpersonal skills and an ability to proactively build relationships and influence positively.
  • Ability to focus and record information whilst working in a hybrid model including working in an open plan office.
  • Experience of planning, commissioning and coordinating training events
  • Experience of creating and using databases to produce relevant information.
  • Commitment to the promotion of equality, diversity and inclusion, including a desire to work with others to promote diversity and to challenge anti discriminatory actions or practice.
  • Understanding of the challenges faced by foster carers, and some of the complexities related to fostering.
  • Experience of dealing with confidential issues discreetly and tactfully.
  • Logical approach to planning and the ability to cope well under pressure coupled with good self-awareness and ability to be reflective and creative.
  • Experience of setting up, maintaining and developing administrative systems and processes
  • Good data collection and analytical skills as well as the ability to undertake quality assurance processes to establish positive outcomes in training activities.
  • Experience of working on own initiative, organising own work effectively and meeting tight deadlines.
  • Experience of event management and event planning.
  • A keen interest in achieving best outcomes for children.
  • A working knowledge of relevant national legislation and regulation requirements including safeguarding policies and procedures.
  • Knowledge of the local area and community demographics (desirable)
  • Previous experience working within a children's services setting or working with children cared for (desirable)
  • Ability to undertake Foster Carer related projects (desirable)
Willingness to work flexible hours (including some evenings and weekends where required).

Educated to degree standard or equivalent
