Newham is an ambitious borough committed to putting people at the heart of everything we do. Highways, Sustainable Transport and Parking Services are universal front facing services that all of our residents and visitors interact with. Therefore, it is vital that we strengthen these services and make them as responsive to our residents’ needs as possible. The Contracts Manager role is key to enabling us to achieve this goal, managing the Construction Contracts that we have in place.
The post holder has line management responsibility for a team of up to two staff.
The post holder has responsibility for the management of all highways contractors within the Highways and Sustainable Transport team. There are four contractors who sit on the Highways Framework Contract, and one who sits on the TfL HMPF Framework Contract. These are all used to deliver the annual Capital Programme, typically worth between £10-20m. Both framework contracts are NEC and use standard method of measurement from the Manual Contract Document for Highways Works.
Although Project Managers will be assigned to manage the actual projects and run them on site, the post holder will need to have an overall view of the management of the contracts themselves. The post holder will need to monitor spend, KPI’s and be the lead officer for contract management queries. The post holder will be expected to work closely with the Principal Officer for Planned Maintenance and Urban Design, who manages the delivery of the Capital Programme.
The post holder should be suitably experienced in Contract Management within the Highways field, have a good understanding of the NEC Framework Contract as well as the Manual Contract Document for Highways Works. The post holder should hold a relevant degree in the Highways/Construction Management/ Civil Engineering field.
