About the role:

We have recently brought the Planning Enforcement Service back into the Planning Team. This is a great opportunity to lead a new team and shape its future direction and successes.

The re-energized Planning Enforcement Team sits within Development Management and working with DM colleagues and the wider Regeneration, Planning and Delivery Directorate you will have the opportunity to create an end-to-end planning enforcement service, including developing a compliance function.

You will lead the Enforcement Team, with overall responsibility for managing all the complaints that are received, taking appropriate action, including serving enforcement notices, dealing with enforcement appeals and undertaking prosecutions,

You will be the led contact for enforcement matters, advising Corporate and Strategic Directors, Lead Members and Councillors. You will need to work collaboratively with colleagues across the Council to secure the most effective outcome.

You will also be part of a Management Team that is constantly looking to improve service delivery and performance.

Key Responsibilities:
  • Lead the Planning Enforcement Team, providing appropriate supervision, training and career development opportunities.
  • Manage investigation of alleged breaches of planning control; taking appropriate action, including serving enforcement notices, undertaking prosecutions and defending the Council's actions at appeal.
  • Deal with complex, high-profile, politically sensitive casework, providing professional advice to senior leaders on appropriate resolution.
  • Developing a planning compliance function; working collaboratively with other teams to deliver this.
  • Delivering a customer focused service that is efficient and effective.

Qualifications and Requirements:

Town Planning or related degree.

Eligibility for membership of the Royal Town Planning Institute, or other relevant professional body.

Substantial experience of planning enforcement case work with proven track record of successful resolution.

Specialist knowledge of planning legislation and planning enforcement case law.
