There are two Supply Chain Specialists posts
  • 1x Supply Chain Specialists (People and Corporate)
  • 1x Supply Chain Specialists (Residents and Capital)

We are looking for experienced and motivated Supply Chain Specialists who will support the Council's category management approach to procurement ensuring that it procures its goods, services and works in a cost effective and efficient manner through providing commercial expertise and market knowledge.

Position 1 - Supply Chain Specialists (People and Corporate)

The People and Corporate category supports the following areas;

o Adults and Children's Social Care

o Public Health services

o Special Educational Needs

o IT & Digital (Software)

o Corporate Services (Legal, Consultancy, Tax, Audit, Insurance)

o Interim & Permanent Recruitment

o Fleet & Travel

Position 2 - Supply Chain Specialists (Residents and Capital)

The Residents and Capital category supports the following areas;

o Capital works and Regeneration

o Affordable Housing

o Highways

o Repairs and Maintenance Services

o Supply of Enforcement Agency Services

o Zero Emissions Delivery (ZED) Service

o Facilities Management Services

These roles will be to act as procurement lead in the management and delivery of a range of significant projects across the Council's categories, ensuring the delivery of the service meets all Council, professional and legislative requirements. The scope of the roles includes but is not limited to:
  • Support the achievement of the objectives of the Council's Corporate Procurement Strategy by effectively and efficiently developing and implementing sourcing strategies for categories of spend, realising cashable savings for the Council whilst assuring quality of service.
  • Act as procurement lead in the management and delivery of a range of significant projects across the Council's categories, ensuring the delivery of the service meets all Council, professional and legislative requirements.
  • Responsible for developing and implementing sourcing, procurement and contract management strategies, leading on high value complex procurement projects, providing procurement expertise throughout the commissioning framework, negotiating with and developing third party providers.
  • Provide the strategic leadership on the performance management of a portfolio of allocated contracts, including managing change and service development / improvement.
  • Ensure quality and value for money at all times. To ensure the service complies with relevant legislation, regulations and policies.
  • Support and mentor junior colleagues as required.

The Procurement team is CIPS accredited for Procurement Excellence and provides high quality, professional support as part of a shared service to the London Boroughs of Waltham Forest and the London Borough of Redbridge. The posts are employed by the London Borough of Waltham Forest but will operate across both the London Borough of Waltham Forest and the London Borough of Redbridge.

Key Responsibilities:

The Council's spend with third party providers is circa £260m therefore Procurement is a key enabler to driving out savings for which this post is key to making it happen.
  • Leading on high value complex procurement projects, providing procurement expertise.
  • To represent the service, provide expert advice, guidance and support on complex issues, enable others to understand changes and developments in specialist area.
  • Manage relationships with key stakeholders and delivery partners including negotiation of complex political issues / contractual agreements / amendments.
  • Support the achievement of the objectives of the Council's Corporate Procurement Strategy.
  • Delivering significant savings.

Qualifications and Requirements:

CIPS Level 4 or equivalent in experience

Experience of working in a commercial procurement environment

Experience of running various above regulation threshold procurement procedures, to include Open; Framework call off; Restricted

Knowledge of Public Contract Regulations

Excellent stakeholder management skills

Be able to work as part of a diverse team
