About the role:

Waltham Forest is a diverse energetic Council with a proven record of delivering high quality infrastructure in the public environment.

The Highways and Traffic Management service are looking for several highly motivated individuals to continue this success into the future.

Engineers at all levels are required in our Traffic, Project Development, and Design & Construction teams to deliver a wide range of public realm improvements, often of significant value, from inception through to final delivery in accordance with Council procedures.

The successful candidates will have proven ability in supporting various project delivery activities on a day-to-day basis, including issue resolution, progress reporting, risk management, budget management and on-schedule achievement of project deliverables.

You will also need to be a concise and a clear communicator with the ability to talk and present to a range of audiences and have good report writing and IT skills.

Key Responsibilities:

Applicants will work within the Highways Design team on a range of schemes at various project stages which may include early stage feasibility, design, contract preparation through to site supervision. You will manage a team of engineers and may be assisted by other specialist disciplines in other teams. You may also be assisting other colleagues on large scale projects.

The core duties of this role are:
  • Lead on and undertake design of highway engineering projects to appropriate standards and to meet budget, time and quality objectives.
  • Resolve any site issues that arise during the execution of the works.
  • Monitor and report on the financial management of schemes from inception to completion.
  • Lead, manage and direct a team of professional and technical staff to meet objectives.
  • Prepare contract documents for the delivery of highway engineering projects and undertake contract administration.
  • Escalate and deal with issues that may arise from councillors and third parties such as members of the public who may be affected by network issues as a result of highway works.
  • Lead on the development of concept and detail design highway engineering solutions and work packages and develop a robust and realistic cost estimate.
  • Lead and manage a team of engineers engaged on the design and delivery of the capital programme.
  • Undertake the financial management of schemes within your team, with support from junior staff where appropriate.
  • Review and manage workloads, liaise with line manager in order to meet scheme timescales and avoid peaks and troughs in work.
  • Engage with other technical and professional colleagues and technical leads in order that cross disciplinary work is prepared to meet timescales.


  • Qualifications and Requirements:

  • Degree in Highway / Traffic Management or equivalent.
  • Qualifications in order to undertake road safety audits in line with best practice.
  • A sound educational background with a proven record of continued professional
    development.
  • Good Knowledge of local Government administration and finance. (Desirable)
  • A valid United Kingdom driving license (desirable).
  • Continued professional body registration (desirable).
