The London Borough of Havering is looking to recruit a Portfolio Manager, working with children’s services (Start Well) to lead a dedicated portfolio of work and a team of commissioners. The role will work closely with senior leaders in the local authority and the wider Integrated Care Board (ICB) to support the council’s Ofsted improvement journey and improve the lives and life chances of children in the borough. This role will identify strategic priorities and manage dedicated teams to ensure the delivery of commissioned services. In addition, the Portfolio Manager will lead, motivate and develop staff to create and maintain a high-performing, highly competent and multidisciplinary team to deliver programmes, projects, commissioning activity and other improvement initiatives.

If successful in your application for the role of Portfolio Manager, London Borough of Havering, you will:

  • take full responsibility for the development of allocated portfolios of work which deliver innovative concepts to complex issues across an integrated service
  • ensure delivery of aligned programmes and projects, including all elements of planning, financial management, stakeholder management and realisation of benefits
  • lead on the governance arrangements for the portfolio, ensuring that on commencement of work, the scope of programmes of work are clear and defined, and meet the goals and objectives of agreed strategies, with appropriate documentation, governance and processes in place.
  • design and implement measures to monitor and evidence the impact of the programmes of work within your dedicated area. Recognising the difference between output and outcome measures and applying them appropriately
  • be responsible for ensuring that cost-avoidance savings are robustly tracked and measured, with appropriate sign-off and buy-in from senior managers so that the return on investment is demonstrated
  • lead on stakeholder engagement, ensuring local people, communities and wider stakeholders are actively involved in identifying issues and challenges and in co-producing their solutions within their area
  • take responsibility for ensuring change is managed and embedded across the organisation, working in partnership with senior managers on delivering transformational change by coaching, developing plans, monitoring the impact and by utilising change management techniques to deliver the vision.
