 About Us

This is an exciting time to join Tower Hamlets Youth Service.

A key priority within the Tower Hamlets Council Strategic Plan 2022-2026 is to transform and improve services for young people in the borough. We are ambitious about ensuring that all young people in the borough have access to a diverse range of youth work opportunities and support through the delivery of a high-quality youth service, this includes: 

  • Universal ‘safe spaces’ in every single ward throughout the borough where young people can stay safe, participate in positive activities and educational opportunities as well as access additional support from youth workers. This will be an increase from five commissioned universal services to at least one in every ward therefore providing accessible 'safe spaces’ for all young people.
  • Targeted whole family support for vulnerable young people and their families.
  • Integrated detached youth work team providing a preventative and responsive approach to harm outside the home.
  • Commissioning of specialist youth provision for specific groups of young people.

 

The Role

We have an exciting opportunity to recruit an Operational Support Team Manager into the Young Tower Hamlets Service. The Operational Support Team Manager will provide direct line management and oversight for up to 7 direct reports to deliver a range of business support activity across all of the Young Tower Hamlets service areas. 

The key tasks associated with this role is primarily administrative, supporting the Head of Service, Group Managers and others with all aspects of business support activity. This includes:

  • Line management of the Operational Support Officers including undertaking one-to-one supervision, delegation of tasks and efficiently manage the team’s workload. 
  • Coordination, delegation and oversight of a range of meetings (e.g. preparing agendas, meeting invitations, relevant documentation, taking minutes and circulation of papers).
  • Coordination, delegation and oversight for the health and safety of buildings in collaboration with the youth service and relevant colleagues including corporate health and safety & facilities management. Tasks include maintaining health

and safety action plan, co-ordinating fire/incident tests and general building management.

  • Coordination, delegation and oversight of finances and procurement activity (e.g. procurement tasks, requesting purchase orders, monitoring submission of invoices, placing orders and specification development etc).
  • Oversee and support with the co-ordination of recruitment and onboarding of the workforce.
  • Creation and embedding of new business processes in relation to administrative tasks to ensure smooth service delivery.

 

Role Requirement

  • Knowledge of business planning and project management techniques and how to effectively apply them to achieve desired outcomes.
  • Knowledge and understanding of finance, commissioning and procurement processes.
  • Good knowledge and understanding of safeguarding children, young people and vulnerable adults.
  • Educated to NVQ Level 3 or equivalent in a relevant subject or appropriate practical experience.
  • Excellent organisational skills and able to achieve tasks within identified timescales to a consistently good standard.
