We are creating a new Future Energy and Water Systems team and are looking for a Principal Officer with a keen focus on energy. Experience in the fields of energy security and heat networking in a low carbon, net-zero environment is particularly welcomed.


Over the next 10-15 years our borough will grow by c. 50,000 homes and we have recently brought 22,000 social homes back under the control of the council. Alongside this we have a strong desire to play our part in achieving the net-zero aims that benefit us all and a need to support our residents through current and future cost of living crises.

About the role


Recognising the important role that energy infrastructure plays in supporting growth and delivering our environmental and social objectives, the council is developing our in-house expertise and resources.


There is much we can do directly as a council, building on our Local Area Energy Planning: delivering using our own assets wherever we can; developing robust and effective strategies and implementing schemes to be delivered by ourselves and developers.


Alongside this we need to work closely with providers, developers, government, regulators, our local communities and more to deliver a modern fit for purpose energy system. The council are ready to take a leading, facilitating and supporting role in ensuring great outcomes for our residents.


As the council’s principal expert in strategic energy planning and implementation, you will play an impactful role in delivering our ambitions. You will need to have technical understanding along with the ability to bring people together to tackle our shared challenges.


About you


To fulfil this role effectively, you will need to demonstrate:


-      That you hold a degree (undergraduate or post-graduate) and professional qualification in engineering or other related discipline and relevant experience.


-      A detailed understanding of energy planning and delivery in a political, urban environment including such issues as development economics, engineering, planning, inward investment and place-making.


-      Experience of maximising net zero, multi benefit utilities opportunities and benefits for local people within a heat network zone is particularly welcomed.


-      An ability to bring people together and achieve consensus to deliver high quality outcomes in a planning, development and engineering field.


-      Experience of public consultation, funding applications, business casing and project procurement are welcomed.


-      A strong desire to deliver a modern, resilient and effective energy system that benefits the people of Tower Hamlets.
