Leading Project Building Surveyor

Due to team expansion the opportunity has arisen to join a busy Technical Services Team ISO9001 accredited, the Hard FM part of the in-house Facilities Management services this is a full-time role within the Building surveying team lead by the Senior Building Surveyor and will join a similar role within the building surveying team delivering projects and resolving more complex issues as well as leading on the departments Asbestos management.

The TST team deliver a wide range of statutory compliance programs and capital improvement projects for the councils corporate, Leisure and education property portfolio (non-housing). The Technical Services Team is the construction arm of Facilities Management and was short listed for the New London Awards in 2019 for its extensive remodelling/ refurbishment of an Edwardian Period Library in Bethnal Green.

TST consists of specialist building surveyor’s electrical engineers and mechanical engineers with senior engineers and surveyors as the relevant team leaders.

Role purpose

As a key part of the Technical Services Team that delivers works across a corporate property portfolio (non-housing) the post holder works under the direction of the Senior Building Surveyor who is the lead on Building Projects and Fabric for the team. The Leading Project Building surveyor post holder will as directed organise, manage, and oversee the delivery of a high-quality, cost-effective building surveying service in accordance with the needs of various client groups requiring a broad-based knowledge.

Role is to organise and manage the allocated Building Surveyors to ensure delivery of the relevant aspects of the team’s overall objectives. To provide a professional service to ensure that properties are effectively and efficiently maintained, repaired, adapted, improved, or replaced, in accordance with client requirements, good practice, legislative and statutory requirements and to achieve agreed performance targets. To ensure that Building Fabric aspects of projects are managed to be compliant and delivered within the agreed financial and time parameters.

To manage the asbestos compliance program within the corporate and leisure estate supported by a compliance officer, to be the team’s expert on Asbestos management, removal managing the specialist contractors for related works and programs with in the TST remit.



Key Responsibilities

Responsible for managing and leading on all allocated building works and aspects of projects under direction from the Senior building surveyor regarding the planning, review, and development to fully meet the annual requirements of the Council’s corporate repairs, allotted projects and capital programmes.

 Responsible for ensuring the council remains compliant with the legislative requirements for Asbestos across the corporate and Leisure buildings and for projects delivered by the team.

Responsible for ensuring the allocated building surveyor delivers the full range of duties on allocated works appropriate to the scope of work undertaken, including major new build and/or refurbishment projects, planned maintenance and other revenue and capital funded projects with work programmes including Stakeholder consultation, brief agreement, preparation and presentation of feasibilities and option appraisals. Scheme design, preparation of accurate budget estimates and spend profile projections.



Requirements

Higher National Diploma in Building Studies or equivalent formal qualification, extensive experience in direct management of surveyors delivering works to a commercial property portfolio.

Significant experience as a Chartered Construction manager or Chartered building engineer working directly on commercial properties. Experience of working within a large Corporate/ Civil service/ Local Government office environment creating complete project tender packs and manging projects from feasibility/ design through to completion.
