About the role

The Family Hub transformation programme is a £4.2 million, three-year initiative funded by the government and implemented by Local Authorities, with its funding contingent on achieving specific yearly deliverables. Its primary goal is to unify and improve services for families from conception to age 25, particularly focusing on young people with Special Educational Needs and Disabilities (SEND), as well as to empower parents to provide their children with the best start in life. This comprehensive effort aims to create a seamless support system for families, ensuring accessible and effective assistance throughout a child's development stages.

The role of the Transformation Business Analyst within this programme is crucial for the successful execution of its objectives. Tasked with supporting the delivery of transformation activities, the analyst will engage in various aspects of business analysis specific to the Family Hubs initiative. Responsibilities will span the entire project lifecycle and cover a broad spectrum of council functions, requiring work of a complex nature across different disciplines at both the corporate and service levels. This includes, but is not limited to, designing operating models, organisational designs, financial modelling, process re-engineering, and information gathering. The role is designed to ensure that the programme's transformative goals are met through meticulous analysis and strategic implementation.

About you

·        Experience in identifying, analysing, and proposing innovative and feasible solutions for service delivery transformation, including drawing on best practices from other organisations.

·        Skilled in modelling options for service delivery and their development to assess different solutions.

·        Ability to identify and analyse costs associated with current and proposed service models, working closely with key stakeholders.

·        Must have a strong understanding of business issues and data challenges across the council's transformation portfolio and any specific assignments.

·        Experience supporting project managers in the development of business cases, including identifying, quantifying, and validating business benefits, costs, and risks.

·        Capable of leading project workshops and working with staff at multiple levels across the Council.

·        Proficiency in creating, reviewing, and editing designs, requirements, specifications, and business processes for transformational projects.

·        Experience with business process mapping and redesign to map current and desired processes in support of the programme.

·        Ability to present complex issues in written, visual, and verbal formats to a variety of audiences, both within the council and externally, and being persuasive to secure engagement.
