Finance Officer (Grade 10 £38,607 - £40,614)

Croydon’s Housing Team is seeking a Programme Finance Officer to join their team to deliver an exciting and ambitious 10-year property rebuilding and refurbishing programme as part of the Council’s ongoing Housing Investment Programme.

The Programme Finance Officer will report to the Head of Programmes: Regina Road and other LPS blocks, and will be responsible for creating, delivering, and reporting on the progress of financial aspects of the project to relevant internal and external partners. This portfolio of large -scale projects includes the £250million Regina Road housing rebuilding project phased over a 10-year period, and additional housing regeneration and refurbishment projects.

Following a spotlight news report in 2021, on conditions at one of the Council’s blocks in South Norwood, Croydon’s Housing Service has embarked on an improvement journey as part of our commitment to delivering better services for our residents. With a new leadership team, a new direction, and a strong desire to make things better, we are now looking for a Finance Officer to support the directorate’s mission to work with residents, partners, and businesses to provide safe and warm homes in thriving, sustainable and inclusive communities.

The Programme Finance officer will provide administrative support with finance and procurement activity to the Programme Lead, to enable the effective delivery of this long-term programme, ensuring competent management, good governance, and transparency.

The role involves ensuring invoice payments are made effectively and timely, tracking internal cross charges, tracking, and monitoring processes to onboard suppliers. Maintaining records to assist the Programme Lead in monitoring budgets.

The role involves organising meetings, assisting in data collection and analysis, and preparing briefing reports, updates, and presentations for partners.  The role will require use of the finance system (Oracle).

Requirements will include production of monthly finance reports for consideration by Managers, and Corporate Project Boards, detailing monthly spend against budget, including the commitments entered for pending invoicing.

The ideal candidate for this position should have a relevant degree or equivalent experience, with a preference for experience in project management within the construction or housing sector. You should have excellent communication and interpersonal skills, as well as experience in stakeholder and contractor management, financial planning, monitoring, and reporting.

This position offers scope for flexible working, although the role is office-based.
