City Clean is Brighton and Hove City Council’s in-house waste management service that supports the collection and disposal of waste and helps protect the environment. The Operations teams include Collections (Refuse & Recycling); Streets (Street Cleansing Services); Environmental Enforcement and Commercial.

We are looking for two enthusiastic Operations Managers who will be responsible for the direct line management of a large front-line team and work with staff, colleagues and unions to deliver service improvements.

About the role

This is a time of real change for City Clean, a modernisation programme is underway to make improvements to the service, including the introduction of in-cab technology a review of working practices, and changes arising from the new Environment Act.

You will have demonstrable experience as an experienced manager within the waste sector, ideally within a unionised setting, in a large complex organisation.

You will be accountable for the performance of a large team delivering public services. You need to be able to plan, organise and deploy resources in a complex and demanding environment and respond to changing priorities quickly.

You will have a key role in making a real and sustainable difference to our service and will be accountable for meeting our performance objectives.  Working collaboratively with colleagues, you will have the qualities to build effective relationships to deliver culture change and performance improvement. 

Using your highly developed communication, negotiation and influencing skills, you will be liaising with colleagues at all levels within the Council, including elected members, and other stakeholders.

You will use your knowledge of relevant legislation and up to date practice in waste management to ensure action is targeted where it is most needed. 

You will also manage the performance of teams, ensuring quality assurance processes are implemented and monitored and to set targets and outcomes

You will need an NVQ Level 4 Managing Waste Collection Operations or proven experience in managing a large front line operational team within the waste industry. You will also need to hold a current driving licence.

Additional information

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
