The London Borough of Havering owns and manages over 11,000 homes with a significant development and regeneration programme which will deliver essential affordable homes across the borough.

We have introduced a new Housing Asset Management Strategy and have significant programmes of work to deliver, including Building Safety, Decent Homes and Compliance works. We have committed to net Zero Carbon by 2040 and are developing strategies and programmes to deliver this essential goal.

Under a new Housing senior management team, we are looking to transform how we deliver housing services to our customers, putting them at the heart of everything we do.

To help us deliver an exceptional service, we are looking for a Senior Quantity Surveyor to join the Housing Property Services Major Works and Direct Delivery Team.

You will work alongside our Clerks of Works, Project Managers, Resident Liaison Officers and external contractors and consultants in delivering the programmes of planned works and improvements to our Housing stock, as well as new build programmes.  

This role reports to the Major Works and Direct Delivery Team manager and is responsible for the line management of one Quantity Surveyor and one Trainee Quantity Surveyor.

About the Job

Taking the lead on procurement strategies, you will ensure that all contract specifications and/or partnering frameworks meet the requirements of our Investment Programme. In addition, you will scope, specify and procure specific projects in line with the Council’s contract procurement rules and all relevant legislation.

As well as assisting in managing/controlling the Planned Works budgets, providing commercial advice in relation to refurbishment and improvement schemes, you will have financial responsibility for a number of individual capital work projects, up to £15m each

 You will develop and implement the client role in the delivery of the capital programme through external service providers. 

You will assist Project Managers in undertaking commercial negotiations, cost control, contract management and re-charging of leaseholders and provide expert advice on all contractual matters including claims and disputes.

You will have line management responsibility for a Quantity Surveyor and a Trainee Quantity Surveyor.

The post covers a 36 hour week, with the occasional requirement to work outside ‘normal’ office hours.

You will be required to work from the office, home, and on site, visiting construction sites on a regular basis to conduct inspections and valuations. This will involve physical activity, such as the use of ladders and other inspection aids, in all weathers

About You

You hold a relevant construction qualification, minimum degree level, or equivalent, and membership of RICS, RIBA or CIOB.

 As well as previous management experience in a property services organisation, you have substantial experience of producing budget estimates at feasibility stage and developing costs through detailed design stage.

You have extensive experience in advising on and producing tender/contract documentation, including writing detailed specifications and other contractual documents, and in financial management and cost control.

Your experience/knowledge includes life cycle costing and value engineering principles; performance and data management; estimating and procurement (including OJEU compliance); contract administration; understanding of Egan principles and their development in partnering relationships; law & building technology; detailed knowledge of the elements of capital investment and property maintenance contracts; and awareness and application of H&S issues.

Your excellent communication and customer care skills enable you to communicate effectively with customers, staff and contractors.

You have substantial experience in the management of contractors and supply chain, using performance and budget cash flow management.

You understand grant application processes and local government practices/procedures.

Able to work efficiently with minimal supervision, planning and managing your own workload to meet conflicting demands and deadlines, you are proficient in Microsoft Office software, email and use of remote communication such as Zoom and Teams

You have a professional attitude with a flexible and adaptable approach, and are committed to promoting equality and diversity.

You may be required to work evenings, weekends and occasional public holidays in order to meet service requirements.

You are able to undertake site visits and access all parts of building sites including the use of ladders and scaffold in all weathers

You hold a valid driving licence and have access to a vehicle for use at work.
