Monitoring Officer

This is an exciting opportunity for a highly skilled regional/local government professional with substantial experience of working in a high-profile, political organisation at a senior level to become the Greater London Authority’s (GLA’s) Monitoring Officer. The Monitoring Officer is a statutory role appointed by the Mayor of London and the London Assembly, acting jointly under s.73 of the Greater London Authority Act 1999.

The GLA is creating a dedicated part-time Monitoring Officer post for the first time, in contrast to our previous arrangements under which the role has been undertaken by a senior member of staff, combined with other responsibilities. We anticipate that this role will be circa 0.5 FTE, but the postholder will need to be able and willing to operate with some flexibility so that urgent matters can be dealt with as they arise.

This important role includes promoting and maintaining high standards of conduct, dealing with allegations of misconduct by the Mayor and London Assembly Members, and the reporting on contraventions or likely contraventions of any enactment or rule of law.

The successful candidate will have significant in-depth knowledge of the role and responsibilities of elected politicians and experience of advising elected politicians, their advisors, and senior officers on constitutional and/or complex and nuanced issues.

They will also have: excellent interpersonal skills; a reputation for being impartial and fair; the ability to handle confidential and sensitive information in an appropriate way; the ability to act as a trusted advisor. They will be comfortable with making difficult decisions and skilled as a mediator/counsellor with high levels of personal resilience.

This job is ’politically restricted’ under the Local Government and Housing Act 1989.

Please ensure your supporting statement clearly addresses the person specification criteria (technical requirements and behavioural competencies).

CITY HALL

This role will be based at City Hall, in the Royal Docks (Kamal Chunchie Way, London, E16 1ZE).

GLA staff are hybrid working – spending an average of 3 days a week in our offices and other days remotely. As part of this, you will need to split your time between coming into City Hall and working from elsewhere.

London's diversity is its biggest asset and we strive to ensure our workforce reflects London's diversity at all levels. We welcome applications from everyone regardless of age, gender, gender identity, gender expression, ethnicity, sexual orientation, faith or disability. We particularly encourage applications from Black, Asian and Minority ethnic candidates and disabled candidates who are currently underrepresented in our workforce.

For more information on the GLA’s approach to Diversity and Inclusion, please see Diversity and our values | London City Hall

We are committed to being an inclusive employer and we are happy to consider flexible working arrangements.

In addition to a good salary package, we offer an attractive range of benefits including 30 days’ annual leave, interest free season ticket loan, interest free bicycle loan and a career average pension scheme.

If you have a question about the role, please contact MonitoringOfficer@London.gov.uk or a question about the application process, please email glarecruitment@engageats.co.uk quoting reference CO420.

Interviews will take place: First round interviews 17, 18 and 19 October 2022; Second round tbc (likely November).
