The Council’s 2020 declaration of a climate emergency sits at the heart of its ambitions to
make Barking and Dagenham the ‘Green Capital of the Capital’ and lead a green recovery in
the aftermath of Covid-19. Our Draft Inclusive Growth Strategy commits to making the Council
carbon neutral by 2030 and by using its policy levers, the wider borough by 2050.
The retrofitting of the Borough’s housing stock, the Council’s corporate assets and the
decarbonisation of fleet and transport are key elements in getting to those targets.
You will be responsible lead for Net Zero Built Environment and key sponsor for the initial
planning of our 15 year programme of housing retrofit including specific management of
grant-funded schemes for both council and private housing; supporting the commissioned
stand-alone companies (Be First, BDTP and B&D Energy) on their pathways to decarbonisation
as well as liaising with schools and our asset managers in relation to retrofit/sustainability
opportunities; lead on our deployment of EV charge-points across the public realm and estate
and associated projects that support our sprint to 2030.

About you
Working within the council’s Inclusive Growth service, this is a prominent role within the
organisation and you will be working to a fast-paced and evolving national and local policy
agenda. You will be a key player providing advice and support to services across the council
on how to adopt net zero as business as usual into their daily workstreams and be a key . The
Programme Manager is expected to have a clear understanding of carbon reduction in a local
government context and will be responsible for reporting back to the Head of Sustainability,
Net Zero & Parks Commissioning on all matters pertaining to the strategic delivery and
outcomes of retrofit, EV and carbon management workstreams. You will be expected to have a
high level of personal self-supervision and provide in clear and concise terms complex net
zero matters in reports and presentations to colleagues and external stakeholders.
