Social Value Officer
Help secure Social Value commitments across a once-in-a-generation capital works programme.
At the Royal Borough of Kensington and Chelsea, we put delivering for our communities at the heart of everything we do. That’s why our Housing Management department is carrying out a once-in-a-generation programme of capital works designed to improve the quality of our social housing stock. If we’re going to maximise the impact for residents, we need to make sure suppliers who bid for work commit to the Council’s principles of Social Value. Which is where you come in.
The Role:
In this brand new role, you’ll be at the forefront of innovation. In Housing Management, we have the freedom to think differently, to make a difference for residents. The people who live in our social housing stock really matter to us. So we’re determined to do all we can to make their lives better - from major works to maintaining lifts, doors and roofs, with sustainability at the core of our efforts.
As Social Value Officer you’ll work on major works, mechanical and engineering, and revenue-based contracts to make sure the service maximises the impact our spending has for our residents. In other words, you’ll help to make sure suppliers commit to do their part to create communities where people want to live, where all their needs - from services to a sense of wellbeing - are met.
You’ll develop and support processes and procedures which enable us to optimise the achievement of Social Value outcomes through commissioning and procurement. As a champion of effective forward planning of Social Value throughout our diverse contracts, you’ll offer guidance to colleagues on evaluating and assessing Social Value tender responses. And you’ll work with contract and project managers to make sure suppliers deliver on their Social Value promises. Crucially, you’ll also make sure we listen to residents and take their priorities into account.

About You:
A self-motivated individual, you’re ready to make this role your own. You’ll bring to the role a range of relevant experience - from influencing Social Value approach both before and after the award of contracts, through to negotiating with contractors regarding their Social Value commitments and working with local communities to make sure their voice is expressed in Housing Managements ask of their contractors. Experience of data management and insight reporting is also vital. Whether you’re liaising with residents, collaborating with Procurement and Capital Works teams, or negotiating tenaciously with suppliers, you’ll demonstrate excellent communication skills. Confidence in matrix management across service areas is also vital.
