The opportunity has arisen to join a busy Technical Services Team ISO9001 accredited, the Hard FM part of the in-house Facilities Management services.

 

This is an opportunity to be involved in the relocation from our current Town Hall where we are tenants to our new purpose built Town Hall located on the site of the historic Royal London Hospital in the heat of Whitechapel

 

We are looking to recruit a degree qualified Mechanical Project and Commissioning Engineer to support the Facilities Management and Project client teams with the final stage of the delivery of the councils new Town Hall building focusing on the Mechanical and Electrical aspects. The ideal candidate must have proven experience in commissioning testing and handover of new Breeam buildings and help ensure a seamless transition to business as usual operation by the Facilities management team, specifically the mechanical and electrical aspects of the project, processing of the handover document package and software, ensuring relevant/appropriate procurement of specialist contractors to manage the maintenance during the defect liability period and beyond. Providing an exemplary professional service ensuring that the transition to a fully operational BREEAM Town Hall is delivered to key milestones including time and budget and in accordance with service requirements, the Council’s Standing Orders and Financial Regulations, good practice, legislative and statutory requirements and to achieve agreed performance targets. in design, construction and capital project management. Knowledge of working with contractors on heritage buildings as well as understanding the commercial sensitivities of a design and build contract are essential.


The role includes acting as the interface between the new Town Hall team and the Facilities Management Technical Services Team, building positive relationships with key stakeholders, including elected members to achieve the Council objectives for capital projects.

Working with clients across the Council and external partners to identify and manage project dependencies, risks, issues and actions.


The role will be embedded in the TST team who deliver a wide range of statutory compliance programs and capital improvement projects for the councils corporate and education property portfolio (non-housing). The Technical Services Team is the construction arm of Facilities Management and was short listed for the New London Awards in 2019 for its extensive remodelling/ refurbishment of an Edwardian Period Library in Bethnal Green.

TST consists of specialist mechanical engineers, building surveyors and electrical engineers with senior engineers and surveyors as the relevant team leaders

knowledge of all aspects of Mechanical works from Air Source Heat Pumps, Large Ventilation plant, Legionella control, lifts through to Air conditioning and BMS as well as experience of overseeing electrical PPM regimes is vital


The role is for a fixed term of 12 months


Key Responsibilities


Responsible for managing and leading on all allotted mechanical and electrical aspects of the New Town hall transition from construction project to operational site under direction from the Senior Planned maintenance surveyor. 


The role will lead on the planning, review, procurement and delivery of the full range of mechanical and electrical PPM works for the New Town Hall, being actively involved in the management of contractors onsite once practical completion is achieved ensuring all engineering works are delivered to fully meet the requirements of the Council’s corporate repairs, Statutory maintenance and revenue requirements


Requirements

Degree in Mechanical engineering relevant to construction


Extensive experience in direct management of Mechanical contractors/ qualified Mechanical operatives delivering works to commercial property portfolio and commercial plant, equipment in the following disciplines Air Source Heat Pumps, Large Ventilation plant, Air conditioning, Legionella control, lifts and BMS as well as experience of overseeing electrical PPM regimes
