About Us

The Havering Safeguarding Children Partnership (HSCP) and Havering Safeguarding Adults Board (HSAB) enable organisations and their staff across the local multi-agency partnerships to work together to protect and promote the welfare of children and vulnerable adults.

The HSCP and the HSAB support local partner agencies and services to make effective contributions to a multi-agency safeguarding system where:

  • partner organisations and services collaborate and co-own the vision for how to improve outcomes for children and vulnerable adults;
  • there is early identification and analysis of new safeguarding issues and emerging risks;
  • the voices of safeguarding-experienced children and vulnerable adults are heard and able to influence the development of service delivery; and
  • learning from serious safeguarding cases is widely understood and effective in improving multi-agency practice.

The HSCP and HSAB are both driven by the active engagement of a wide range of local organisations and services, including the police, local NHS services, schools and other education settings, and many other local agencies across the public and voluntary sectors.

Although the role will primarily involve remote working, occasional visits to Havering Council’s offices in central Romford and other premises nearby may be required. Romford excellent transport connections, being only 20 minutes by train from London Liverpool Street Station, well connected to Upminster and stations in West Essex and at the centre of a local bus system.

About the Job

As Partnerships & Learning Manager you will use your energy and enthusiasm to drive continuous improvement  developing initiatives and embedding processes that enable staff at all levels across a wide range of local stakeholder agencies to work together effectively to safeguard and promote the welfare of children and vulnerable adults in Havering.

A strategic thinker and creative problem-solver, you will manage and support initiatives and processes to ensure that the multi-agency system partners hold themselves and each other to account. You will work closely with the independent scrutineers and independent chair to ensure the requisite reporting and analysis of data & trends is undertaken. You will ensure system improvement, learning & development is informed by local and national learning from serious safeguarding cases, legislative change and policy update, and research and development at regional and national levels.

You will manage a small team, positively supporting them to work within a team and effectively support and challenge within multiagency working groups. You foster the ability to work independently, to lead and support complex project work to improve service delivery across the multi-agency safeguarding partnerships in key areas such as ensuring that the voices of safeguarding-experienced children and vulnerable adults are heard.

A skilled negotiator and influencer, you will be able to build support for new ideas and remove barriers to delivering multi-agency systems that meet statutory requirements and are capable of improving outcomes for children and vulnerable adults in Havering.

About You

  • Skills in people management as the post-holder manages a small team of staff, and a host of stakeholder engagements.
  • A confident and highly effective communicator who can present complex information succinctly and coherently, verbally and in writing.
  • A proficient networker, quickly able to understand complicated organisational systems and to develop positive and productive relationships with a wide range of stakeholders, including many at very senior levels in their respective organisations.
  • Curious, constructively critical and able to develop systems and processes to increase effectiveness and deliver measurable impact.
  • A strategic planner with the foresight to anticipate potential risks and challenges.
  • Ability to manage time and maximise resources to meet and exceed identified objectives. 
  • Able to use knowledge of social and political dynamics to achieve success and deliver results.
