Adult Social Care Improvement Programme Manager
The Performance, Insight and Improvement team (PII) is a multi-disciplinary team of analysts and improvement specialists who work across the Community Wellbeing Department; encompassing Housing, Adult Social Care, and Public Health & Culture. The service helps operational teams to robustly monitor and improve performance and quality, to gain more sophisticated insight into the needs and experiences of our service users, and to design and deliver lasting improvements across our services. Building on the success of our first three years, the team is expanding, so this is an exciting time to join us.
This post is responsible for leading our wide-ranging continuous improvement programme in Adult Social Care.
We have a range of different specialists in PII, and we firmly believe that projects achieve better outcomes if we can leverage the right mix of skills from each of them. As Programme Manager, your team of managers are responsible for performance, service improvement, and data and systems enhancements within the Adult Social Care Directorate. You’ll also have access to our in-house team of research and insight staff. You’ll have the freedom to create the right culture and ways of working to ensure that staff from across the function work effectively together to deliver excellent work.
The postholder will also be responsible for ensuring that all improvement activity within the programme has the right visibility, that projects are well designed, and that changes are effectively embedded and handed over to business as usual. The post will lead on the planning cycle, ensuring that what we know about our operating environment, our performance, and the experience of our residents and staff are all brought together to inform our priorities, and keep us focussed on what’s most important.
As well as coordinating the overall programme, this post will also personally lead projects that address more complex issues, and those to develop key strategies and policies; so there will be a balance of hands-on project delivery and strategic oversight. In both of those capacities, you’ll have a direct influence in how services are designed, and the ability to positively impact the outcomes and experience of our residents and service users.
The Person
The ideal candidate will be an excellent facilitator; someone who can quickly get to the root cause of complex issues and succinctly distil a wide ranging evidence base, and can explain these simply to a wide range of audiences. You’ll be a creative thinker; keen to explore new approaches, and someone who generates new perspectives on our challenges. You’ll be able to quickly build rapport with senior managers, staff and service users, ensuring that everyone’s voice is heard, and contributes to the shape of the improvement programme.
Most importantly, you’ll be someone who is able to understand our vision, and help us to plan and deliver an improvement programme that will enable us to achieve our long term goals. You’ll be able to see how each of the different specialisms within PII can contribute to each project, and be able to motivate and inspire your people to work together to deliver the best possible outcomes.
