The Healthy Streets programme aims to make active travel safe and accessible for people who live, work and visit Enfield. We deliver a range of projects across the Borough to deliver improved neighbourhoods, town centres and a connected network of walking and cycling routes and facilities. Our aim is to enable behaviour change through a combination of street re-design and a range of community services and events.
The Healthy Streets programme has recently introduced a Programme Management Office to help ensure coherence and consistency across the portfolio of projects. We are now looking to build on this work by introducing a new role of Accountant and Governance Manager. Demonstrable financial management experience will be necessary as this post will lead on all financial aspects of the programme, ensuring effective and efficient management of an annual budget of up-to £10m. From a financial perspective, the programme has a range of both internal and external stakeholders and the post holder will need to ensure their requirements are met through clear and timely financial reporting.
Increasingly, the programme is securing funding from multiple sources, and the ability to build positive relationships with key stakeholders will be essential. A significant proportion of the funding is securing from a bidding process and therefore the post holder will be required to support this by leading on financial aspects of bids.
Working collaboratively with internal Project Managers will be vital to successful delivery and this should include a coaching and mentoring approach to instil sound financial management capability across all members of the team.
In addition to the financial focus, this role will also play a key role in programme governance. Internal training for these aspects of the role can be provided – but the requirement is for the post holder to be willing to go beyond just financial reporting. It will be necessary for the post holder to be actively involved in other PMO functions, such as the change control process and risk management, so that they are integrated into the decisions that will ultimately impact on cost.
Previous experience with internal auditing would be desirable but not essential.
The team are working remotely and this approach will continue post pandemic, although office space is available at the Civic Centre for those who would prefer. The team currently meet in person monthly which includes a working and social element

Fixed Term post/Secondment Opportunity
An external candidate, including Enfield Council agency workers, would be appointed on a fixed term contract, whilst internal candidates who are Council employees, would normally be expected to take up the post on a secondment basis.
To be eligible to apply for a secondment, Enfield Council employees must have completed probation and must have discussed/agreed the proposed secondment with their line manager. Fixed term contracts may be considered where secondment is not possible.
Secondments are the temporary loan of an employee from one part of the organisation to another part of the organisation and rely on the secondee to return to their substantive position on completion of the secondment.
