Senior Fire Safety Compliance Surveyor
The Senior Fire Safety Compliance Surveyor, will report directly to the Compliance Manager and work in a small team of two senior surveyors, a compliance engineer and a compliance officer. This is an important role and you will be responsible for improving the Council’s compliance with Regulatory Reform (Fire Safety) Order 2005 and other Health and Safety legislation and to improve the accuracy and visibility of reporting, monitoring processes and in delivering training.
It is a challenging role that will require you to engage with a range of key stakeholders, ensuring that all activities are carried out to the highest standards of integrity and professionalism and meet the needs of our residents.
A key part of the role will be to review and advise on aspects of design and construction, including maintenance, repair, refurbishment and restoration of proposed and existing Council owned buildings to ensure the execution of the works complies with statutory health and safety and fire safety requirements.
We are looking for a confident fire safety professional with substantial experience in the required disciplines. The ideal candidate will hold a relevant technical professional qualification i.e. Full membership to the IFE / IFSM / MCIOB / MRICS or similar and NEBOSH fire safety certificate FC1 / FC2 or equivalent. You will need to demonstrate knowledge and experience of working in a similar post ideally in housing/local authority.
The Senior Fire Safety Compliance Surveyor will specifically lead on:
Identifying corrective actions necessary to bring properties into compliance with applicable fire codes, laws, regulations, and standards.
Inspection of buildings to locate hazardous conditions and fire code violations such as accumulations of combustible material, breaches to fire stopping after repair works, electrical wiring problems, and inadequate or non-functional fire prevention measures in council owned buildings.
To improve the Council’s compliance with Health and Safety legislation and specifically that relating to the Fire Safety Order (RRO) and the Landlord and Tenant Act. To improve the accuracy and visibility of record keeping and reporting and improve monitoring processes to help mitigate to risk to the Council Executive team and Officers.
Contribute to ensuring that all regulatory inspection, servicing, testing & certification is carried out to ensure that LBC are fully compliant with regard to Landlord Compliance with the regulatory standards and remedial/follow on actions/works are undertaken based on risk. Be responsible for health and safety and compliance with legislative requirements including CDM for works on LBC developments
Review and ensure that inspections and reports on fire safety systems and planned & cyclical works are in line with all Council and statutory requirements.
To provide competent support to staff in the Division, including development of training plans in relation to fire safety and where required H&S in building works.
Carrying out quality assessments and site checks during building works on all council owned buildings, reporting on any non-compliance and ensuring appropriate action is taken to address any deficiency issues.
Providing support and advice to all housing teams within the division on fire safety issues to ensure that the council complies with current regulations.
This is a high profile and visible role and you will have extensive experience in and knowledge of housing and building related safety legislation, fire safety guidance, building regulations, working practices and emerging trends and good practice. You will have the ability to work decisively and effectively under pressure to tight deadlines, to communicate complex ideas, concepts and issues clearly and simply both verbally and in writing and to form effective relationships with a wide range of people quickly and easily.
