Compliance Manager Repairs and Maintenance
The Compliance Manager will report directly to the Head of Repairs and Maintenance and lead a small team of two senior surveyors, one covering fire safety and the other building safety, a compliance engineer and a compliance officer. This is a key role to promote, develop and establish across the Homes and Social Investment Division a positive safety and awareness culture that embraces good practice and is compliant with all relevant Health and safety legislation. This will cover the areas of; fire safety, asbestos, water safety (legionella) management, gas safety, and electrical works including adaptations in properties, alarm systems, lifts, and children’s playgrounds.
A key part of the role will be to further raise awareness of the Fire Safety Bill and the draft Building Safety Bill and to summarise what action the London Borough of Croydon need to consider taking, in preparation to the enactment of these Bills. This is expected to be in the spring of 2021 and early 2022 respectively.
The post holder will lead on:
- The procurement of fire risk assessments
- The Council’s existing duties under the Regulatory Reform (Fire Safety) Order 2005.
- The new regulatory regimes as they relate to Council housing properties
- Work with housing colleagues on the proposals for the new building safety regulatory regime which sets out a stronger role for residents.
- The accuracy and visibility of reporting and compliance data management and design and implement monitoring processes and training programmes.
- Providing advice and guidance in line with current legislation and provide help and support to colleagues who are delivering programmes of fire safety work.
This is a high profile and visible role and you will be someone who responds to the challenge of leading a high profile team, implementing new legislation and able to give advice on how this impacts the Council and its residents, developing new and improving policies and processes and challenging existing working practices, with a strong record in delivering change and influencing strategic decisions.
You will be working closely with colleagues both within the division, across the council, our residents, housing contractors and external agencies and be focused on improving the quality of life, safety, overall health and well-being and opportunities for our residents. This will need someone with proven experience in communicating with a wide range of contacts and who is able to lead and collaborate at both a strategic and operational level.
