1 x Home Ownership Income Officer – Home Ownership Team  

Your duties will include:

Ensuring the maximum recovery of all leasehold, service charge, major works and income due from

h secondment.havering council leaseholders

Managing all aspects of over 2500 service charge, major works and rent accounts from beginning to end across a range of tenures.

Pursuing leaseholders for payment of outstanding debts in accordance with procedures and taking appropriate action to maximise income and minimise arrears

Responding to various types of enquiries in writing, by phone and face to face.

Monitor payment plans, set up direct debits and escalate arrears cases to legal where appropriate

You will be required to deal with members of the public and their legal advisers on a daily basis, within a customer focused environment. 

You will also be required to liaise closely with our legal representatives. 

You will be required to prepare legal documentation and attend Court or the First Tier Tribunal as and when necessary.

Reduce service charge, ground rent and rent arrears to the lowest possible level in accordance with London Borough of Havering Service Charge Income Management Strategy

Applicants must have extensive experience of income, service charge, and major works recovery.

Applicants must have extensive experience of using a computer and software packages, although training on network systems will be provided. 

Applicants should have a  sound knowledge of leasehold management legislation, and its application in reference to recovery

Take responsibility for decision making including more complex cases.

Reply to correspondence/enquiries and telephone calls in line with London Borough of Havering procedures and timescales. 

Maintain records and information to manual or computerised systems within the office. 

Provide an effective & responsive service to Havering residents by providing information, advice, and making onward referrals and signposting to other relevant services and external agencies.

Liaise as necessary with leaseholders and leaseholder groups attending out of hours meetings when required

Ensure changes to any procedures or legislation are implemented

The ability to meet strict deadlines is essential.

Must have income recovery experience and leasehold experience

Excellent communication skills

Have a significant working knowledge of relevant legislation in relation to Income Recovery recovery along with Court and First Tier Tribunal (FTT) protocols

Continue to be aware of best practice and changing legislation, good practice and London Borough of Havering policies/procedures. 

Make recommendations for policy/procedural changes
