About the role

At London Borough of Hillingdon, our mission of 'putting our residents first' is integrated into every area of the business. The role of Buyer

Working within a category focussed team, this is an exciting opportunity that will focus on the delivery of several projects at any given time for all lower level procurement values. Not requiring use of the EU tender process but able to manage a smaller project portfolio liaising with departmental stakeholders.

Through the execution of tender exercises, the Buyer shall be responsible for undertaking and completion of tender exercises and letting of contracts to deliver cashable savings and efficiencies in collaboration with services to enable them to achieve their budgetary targets on external expenditure.

The key deliverables for the role are:

To execute relevant contractual terms, with the required commercial and service delivery focus.

To implement and manage supplier relationship / contract management best practice in accordance with the Council's Contract Management Framework.

To assist with the scoping and management of Key Performance Indicators, including contractual remedies for service failures, supporting the business groups where relevant.

To provide expert guidance and support to the service areas to ensure the relevant contractual provisions, relating to supplier performance management are fully utilised.

Draft compliant tender documentation and lead on administering routine procurement exercises, ensuring appropriate terms and conditions and pricing requirements are included.

To ensure tenders are evaluated confidentially and fairly and recommendations are drafted for managers to review.

To undertake market research, benchmarking and sourcing activities.

About you

You will need the following:

  • knowledge and practical experience of procurement best practice and commercial delivery within a centralised function, gained from either the private or public sector.
  • Experience in Relationship Management, including supplier management, customer/stakeholder management, KPIs and continuous improvement.
