Senior Enforcement Officer

Grade 7- £34794- £38799pa

The Environment Group within Neighbourhoods, brings together the majority of front facing public realm and enforcement based services.
The Council’s approach to enforcement is a critical priority for both Councillors and local communities, particularly in terms of protecting the street scene, tackling anti-social behaviour (ASB), and all aspects of environmental nuisance and noise.

The Crime and Disorder Act 1998 places a statutory duty on Havering Council to work in partnership with agencies, including the police to prevent crime and disorder in the borough.

The Senior Enforcement Officer reports primarily to the Environmental Enforcement Team Leader, or Tactical Enforcement Team Leader as necessary, and may deputise for either in their absence, as required by the Enforcement and Safety Group Manager.

The Senior Enforcement Officer will work across wards and will undertake a range of enforcement activity to resolve crime and disorder, anti-social behaviour, nuisance, environmental issues, highway and other offences.

Duties include: 

civil and criminal investigations;  

Focused and high levels of enforcement and investigation activities across the borough, addressing issues of crime and disorder, anti-social behaviour, nuisance, environmental issues and other offences;

Responding as directed or tasked to Members Enquires, service requests and demands, complaints and taskings;

Enforcing other areas as deemed necessary; maximising patrol visibility to achieve outcomes as detailed within the relevant service plan and priorities, appraisal, taskings or directions.

The post holder will be required to wear a uniform and work a 5 day shift from Monday to Saturday.

We are looking for someone with a positive, 'can do' attitude who can embrace new ways of working, be innovative and support a team of officers with enthusiasm and professionalism.  You must be able to:

patrol on foot or cycle (optional) as and when required.

work outside in all weather conditions and lone patrol when necessary.

wear the supplied uniform as required and conform to any instructions or dress code.

undertake training in the use of vehicles, equipment and all new devices and comply with procedures for their use.

Handle sensitive data and ensure confidentiality at all times

be flexible, working 5 days out of 6 on a rotating shift pattern that may entail late turns, night duty and weekend working, depending on business need.

be flexible over working hours and shifts in order to ensure that the team is always sufficiently staffed and that high quality service delivery is maintained.

You should have a good operational knowledge of The Antisocial Behaviour, Crime and Policing Act 2014;  The Clean Neighbourhoods and Environment Act 2005; The Environmental Protection Act 1990.
