Deputy Head of Business Manager - Grade 9

Salary - £44,607 -£48,492pa


This is a full time position working closely with the two Heads of Service in Adults, as well as Business and Team Managers within the Business Management Service Area


The main objectives of the Deputy Head of Business Management are to:


  • Deputise as Head of Business Management and support the ongoing service delivery
  • To deliver business improvement across the service to include business process improvement
  • To add value to the business through supporting new ways of working
  • To manage various functions to include service improvement, compliance, complaints and information, development and delivery of policy changes and business support
  • Oversee complex business transformation projects and key initiatives within the Service Area, utlising a suitable project management system
  • Represent the Council at both external meetings, internal meetings and networking events
  • Support the Head of Service in monitoring performance against key performance indicators across Adult Social Care
  • Oversee the finance function of Adult Social care to include budget forecasting
  • To oversee Health and Safety within the Business Management function





You will be experienced at working at this level in a complex environment and able to display the skills associated to the role.


You will have experience of driving service improvements with a focus on providing quality service provision within an environment of budgetary limitations.


You will be able to negotiate your way through a change management environment and be able to ensure that service projects are delivered within set timeframes and associated budget supporting the service function.


You will be confident in representing the Council and The Head of Service at external, internal and networking meetings with sound knowledge of subject matter.


Whilst a background in Adult social care is not essential, you will be expected to quickly build up an understanding of the service.


You will have experience of managing a large budget and held direct responsibility for business management related areas.


You will be a pivotal point of contact for a range of stakeholders as deputy for the Head of Service.


You will hold a qualification at degree level (or equivalent).


You will be both positive and  proactive in driving the service forward embedding a solution focused culture that achieves results through both team and cross organisation working ensuring that a LEAN approach is adhered to at all times.

This is an excellent opportunity which has been newly created to help drive the transformation agenda across Adult Social Care and to lead on key projects at an exciting time of change. The post will be an integral position in leading delivery of high quality business functions across Adult Social Care. The role reports into the Head of Business Management and is part of a team based in central Romford.


The primary purpose of the post is to deputise the Head of Service and support ongoing service delivery, providing additional leadership capacity to the Adult Social Care Management Team, and representing the Head of Service in various forums. The main areas of focus are project management and budgetary control.
