The Post

The Deputy Head of Assurance plays a crucial role in supporting the Deputy Director Organisational Assurance and Resilience in developing and implementing a coordinated risk and assurance framework that is aligned with the Council’s corporate objectives.

The post holder will lead the operational delivery of the Council’s Internal Audit function, ensuring audits are planned, executed and reported in accordance with professional standards and best practice, with a focus on continuous improvement and innovation. The role also involves championing and coordinating the Council’s risk management framework and activities.

The post holder will also have oversight of the Counter Fraud and Investigations function, ensuring plans are in place to prevent, detect and respond to fraud risks

The Person

We are seeking a strategic thinker with excellent communication, leadership, and decision-making skills, capable of thriving under pressure. The ideal candidate will have a proven track record in managing and delivering high-quality internal audit and assurance activities within tight deadlines.

You will have demonstrable experience in implementing and overseeing risk and assurance frameworks, developing innovative solutions to manage risk, and presenting information to senior leadership. A thorough understanding of risk-based auditing concepts, Public Sector Internal Audit Standards, and enterprise risk management frameworks is essential.

The candidate should possess excellent interpersonal skills to build positive relationships with stakeholders, the ability to provide technical advice on risk and assurance, and a commitment to continuous improvement. Experience in managing performance, budgets, and a diverse portfolio of activities is required. Knowledge of relevant legislative requirements relating to audit and fraud is crucial.
