Senior Commissioner – Supported Housing
2 Year Fixed Term Contract/Secondment Opportunity
Grade 9 - £51,093 - £55,155pa
This role will report to the Programme Manager for Supported Housing and will have supervisory/management responsibility for a small number of staff.
Supported Housing is an important part of Havering’s housing offer to “Support vulnerable young people and adults to maintain and increase their independence, enabling individuals to thrive, make a contribution to the local community, and reduce reliance on statutory services.”. The post holder is required to manage the supported housing programme which includes a wide range of projects and contracts at various stages of delivery. The range of projects include e.g.:
• sheltered and extra care provision, for older people who may benefit from living in purpose-designed accommodation, or those with care or support needs
• short-term or transitional provision for those in need such as short breaks for children with special education needs and disabilities, or in crisis such as domestic abuse or homelessness
• long-term provision for those with long-term physical or mental health conditions or learning disabilities
Excellent commissioning and project management skills are essential for this role which leads on projects from conceptualisation to procurement and ultimately contract and performance management. The role requires the post holder to work with a range of partners within and outside the organisation, including operational colleagues, external stakeholders and independent care providers that result in improved outcomes for residents. They will be responsible for delivering projects that have significant risk and/or significant budgets or savings targets (e.g. c£10m).
About You
The post holder should demonstrate experience in leading and commissioning new initiatives and delivering projects that result in substantial change. We are seeking an innovative and knowledgeable individual who has experience working with service users, service colleagues and partners to create change that is co-designed. Experience working with partners in Children’s Services, Adult Social Care, Housing and Regeneration is highly desirable.
The successful candidate will have detailed knowledge of the range of housing available to local authorities and how to acquire suitable facilities. Experience of leading capital projects from the development stage through to building handover would be of great benefit to the post holder.
The successful candidate should have knowledge and understanding of developing supported housing projects, and should have experience of managing contracts with providers. Experience should include engaging with providers and creating an atmosphere of co-operation to deliver positive outcomes, including the ability to negotiate, influence and work successfully in partnership.
The successful candidate should have excellent knowledge of, and experience in delivering the full commissioning cycle and utilise excellent project management skills to ensure progress against challenging timescales for delivery. Demonstrable experience in writing service specifications, putting services out to tender and negotiating key performance indicators is required for this role. Good numerical and analytical skills are required to monitor performance of service providers and track financial benefits as well as service outcomes for residents.
The post holder will also need to have excellent report writing, oral communication skills, and excellent presentation skills. Experience writing Key Decision papers and/or reporting to decision-makers is highly desirable.
