Senior Commissioner and Project Manager
Grade 10- £56,712 to £60,468 per annum subject to final confirmation
The London Borough of Havering is looking to recruit a Senior Commissioner and Project Manager for the North East London Commissioning Partnership to lead on developing the North East London Partner organisations towards sub-regional sufficiency for services for looked after children by supporting the development of and implementing sub-regional commissioning plans and to provide strategic oversight on a programme of work designed to improve individual and population outcomes for looked after children within North East London including leading on the governance programme and information management across partners.
This is an exciting role at an exciting time in North East London’s Children’s Services.
The North East London Commissioning Partnership (NELCP) is a strategic partnership between eight East London boroughs including Havering, Barking and Dagenham, Tower Hamlets, Newham, Waltham Forest, Redbridge, Hackney and City of London. Together, the Partnership aims to work collaboratively to drive commissioning in children’s social care across the area, with the goal of improving the lives and life chances of children and young people. Alongside the strategic function of shaping the commissioning landscape to source stable homes for children in care, the Partnership currently commissions and manages a provider, with c20 children’s care placements across the sub-region. The strategic alliance and the direct provision both improve outcomes and stability for children and young people, alongside delivering best value for local authorities.
Hosted by the Integrated Team at Havering Place, this role works with commissioners and brokerage teams across North East London to shape the provider market in response to challenges faced in relation to market forces and local authority finances. The role also works on behalf of the Partnership on pan London initiatives and other regional developments, working closely Director of Children’s Services for the boroughs.
If successful in your application for the role of Senior Commissioner and Project Manager, London Borough of Havering, you will/will be:
- The Senior Commissioning & Projects Manager will play a key role in the North East
- London (NEL) Commissioning Partnerships which is made up of 8 Local Authorities, key priorities will include market development, quality assurance and contract delivery. The role will affirm a professional approach to market development and contract management, ensuring that the market is able to meet and sustain the level of required need and quality across the NEL Commissioning Partnership and deliver the required outcomes for NEL Commissioning Partnership residents, in a cost-effective way.
- The post-holder will lead, in consultation with and as directed by the NEL Commissioning Partnership Board, the overall market development and contract management of the specific social care/health market sector, ensuring the market has sufficient capacity and continues to develop and grow in response to identified and forecast need, the quality of available services is good enough and commissioned services are safe, cost effective and lead to desired outcomes.
- The post-holder will also oversee the administering, refinement and development of the processes for referral, making and monitoring of placements/services, within the specific social care/health market sector. Ensuring that placements are referred, made and monitored in a timely and effective way.
- To deliver work programmes that will be devised and mandated through North East London Commissioning Partnership Board and the Assistant Director of the Start Well in the Havering Integrated Team at Place
- To deliver commissioning exercises, programmes and projects for all aspects of the North East London Commissioning Partnership.
