About the role:

We are looking for an experienced strategy and service design leader who is passionate about working with residents and local partners to deliver on our Mission Waltham Forest ambitions.

Mission Waltham Forest sets out the Council's plan for building a more equal borough by 2030. It is our commitment to all our residents to understand the fundamental challenges they face and drive the change within the Council that is needed to achieve this.

Working closely with the Director of Strategy and Change, you will lead on the use of innovative participatory approaches, strategy, research, resident insight and consultation, partnership working and service design to support the delivery of our corporate plan and associated wider strategic priorities, as well as our transformation programmes.

Supporting the use of these organisational capabilities across all council services, you will play a leading role in shaping how we work with our staff and partners to drive mission-based approaches to improve outcomes for our residents and strengthen place-based partnerships in the borough.

Key Responsibilities:
  • Lead and manage the strategic and operational activities of the Strategy and Design functions to support delivery of our corporate plan, transformation programmes, as well as wider corporate and service strategies and policies
  • Lead the use of resident insight, strategic expertise, service design, and participatory approaches a wide range of council change programmes and strategic priorities.
  • Manage the pipeline of strategy and design work, ensuring that resources are well-managed and used effectively.
  • Work with the Head of Strategic Partnerships on leading our statutory partnerships function and ensuring the core requirements of these partnerships are met.
  • Lead on building a new organisational approach to our strategic place-based partnerships, ensuring more integrated working on joint priorities to coordinate delivery against our resident-facing missions as set out in Mission Waltham Forest.
  • Plan the inclusive recruitment, ongoing training and professional development of the staffing resources within the team and wider departmental resources
  • To deputise, as appropriate, for the Director of Strategy and Change

Qualifications and Requirements:

  • Senior level experience of leading a strategy, insight and policy development service within a complex politically led setting.
  • Knowledge and understanding of the national policy context for local government, requirements and future trends for relevant service areas, including in service design and its application in public service provision and policy/strategy
  • Systems thinkers with the ability to generate new ideas and innovative solutions to complex problems
  • Leader with the ability to establish effective relationships with both political, senior officer and frontline stakeholders
  • Ability to communicate effectively at all levels and engage a range of stakeholders, including external partners
  • Proven experience in providing strategic leadership across a portfolio of programmes
  • Experience working in fast paced, complex organisational environments, working beyond directorate boundaries
