About the role:
Neighbourhood and Environment directorate is embarking on an ambitious digital transformation to replace our existing case management system (Civica) and implement a new fit-for-purpose digital system for nine service areas across Neighbourhood and Environment Directorate (NED), including the ASB and Neighbourhoods services.
As SME & Digital Lead, you will lead implementation for the ASB and Neighbourhoods services, acting as the key representative and subject matter expert and collaborating directly with the Digital and Transformation teams. You will develop functional and technical requirements with service specialists, create new processes and contribute to the successful migration of data.
You will have a technical, detail-orientated mind-set and enjoy working through complex problems. You will have strong stakeholder management skills and be able to translate technical details and service requirements to non-specialist colleagues working on different functions of the programme to develop shared solutions. You will enjoy working independently and managing your own workload.
You will be 100% focussed improving digital systems and ways of working to support staff to work collaboratively and deliver excellent resident experience. You will be passionate about using digital and data to deliver better Neighbourhood services and improving outcomes for residents, creating Greener, Safer Neighbourhoods.

Key Responsibilities:
- Act as the bridge between Digital colleagues and service officers in ASB and Neighbourhoods and the primary contact for all incoming requests and enquiries.
- Develop required documentation on behalf of both services and ensure consistency and coherence across the services, maximising opportunities to improve joined up working and resident-focused problem-solving and tasking.
- Engage with ASB and Neighbourhood officers to drive improvements and embed new ways of working in the system and ways of working with it.
- Organise and deliver stakeholder review sessions, ensuring understanding of requirements and concepts to gain support and sign off of deliverables.
- Undertake and lead on testing with the service users.
- Communicate and share the NED Transformation vision in the services - including championing fighting inequality and putting residents at the centre of everything we do.
Qualifications and Requirements:
• In-depth experience of both ASB and Neighbourhood services in local government, including knowledge of the
relevant regulatory frameworks and policies at Waltham Forest.
• Experience designing new processes to improve ways of working and/or collecting functional and technical
requirements.
• A passion for developing and optimising great digital services working with multi-disciplinary teams.
• An innate sense of what makes a successful user experience.
• An excellent communicator with influencing, conflict resolution and negotiation skills.
• Ability to make decisions and deliver under pressure.
• Proactive and results-oriented, creative and innovative in finding solutions to complex problems.
