Housing Development Programme Manager
Working within the Housing Supply team you’ll have responsibility for managing the team’s development programme. We are contributing towards a Mayoral target of 4,000 homes by 2025.
You will identify and appraise development opportunities from inception, establish and allocate sufficient funding from a variety of sources including RTB receipts, S.106, HRA borrowing and GLA grant to produce and manage a deliverable programme. You will have a focus on providing value for money and prioritising schemes against financial viability criteria. You should have experience of and be adept at using development appraisal tools – the Council uses Optimix. To accompany this, you should have excellent financial skills and be fully conversant with Excel.
The role involves working closely and collaboratively both within the Housing Supply team but with colleagues in the Capital Delivery Team, Finance, Asset Management, Planning and Tower Hamlets Homes as well as with external partners such as the GLA and housing associations. Communicating and engaging with others is key to the success of delivering homes for those in housing need and an excellent understanding of housing and local government is essential. You will work closely with the Mayor, Lead Member, Cabinet and ward Members in meeting the Council’s objectives, particularly in the reduction of overcrowding through the supply of larger family sized homes.
The programme has a wide range of schemes and projects within it, with the largest of these, the estate regeneration of Harriott, Apsley and Pattison Houses due to go developer procurement within a few months. There are hundreds of homes being provided by smaller schemes that are on site, contractor procured, to be tendered or in design. In addition, there are many more in the pipeline awaiting appraisal and funding.
You will work closely with the Head of Housing Supply and will represent the team and department at internal and external meetings.
