About the Commission

The Electoral Commission is the independent body which oversees elections and regulates political finance in the UK.

With a new Head of HR, Chief Exec, L&D Manager and Corporate Plan, Learning, and Development is high on the agenda and consequently we are looking for an L&D Advisor to help the newly created L&D Manager ensure that Learning is seen as a strategic partner to enable the goals we want to achieve in the Commission and continually evolve our innovative thinking. Learning can be built into day to day work, should be fun and will become normalised as ‘the way we do things around here’-a view that will be shared amongst and promoted by leaders across the organisation.

Learning will be continuous and actively encouraged in order to empower and incentivise employees to learn and grow and to take ownership for developing their career. About the role

This is a newly created role with the aim of contributing to the design and delivery of an all-encompassing inclusive L&D strategy and programme considering relevance of blended learning options such as coaching, mentoring, on-the-job training, lunch and learns, classroom training and e-learning through taking into consideration available feedback, employee forums and staff data. They will be responsible for agreeing and arranging individual training request and talking to and shortlisting training providers

It will support the L&D Manager with assessing both individual, departmental and organisational learning and development needs by identifying skills gaps and future learning requirements through yearly Training Needs Analysis (TNA) and PDPs in order to deliver a blended learning programme consisting of both informal and formal learning solutions by working with and coordinating external training partners and curate learning content and assess relevant learning and development options always promoting and embedding Equality, Diversity and Inclusion into the agenda.

This role will also support the L&D Manager on introducing a 360 feedback system and embedding this into an invigorated performance review process by communicating and upskilling service users on the benefits and added value constructive feedback can have.

The post holder will lead on the on-boarding and induction for all new joiners, looking at how we engage with new staff before they join the Commission, ensuring there is an induction plan in place, assess their current skills and training needs and ensure essential key mandatory training is being organised.  

In order to ensure the smooth running and sustainability of all the above, this role is responsible for supporting the L&D Manager in procuring and implementing and continually maintaining a new Learning Management System (LMS) to help develop, deliver, track and evaluate success of training for Commission.

They will also Assist the L&D Manager with the rolling out, delivery and evaluation of the Commission’s new Leadership Programme by attending launch events and ensuring the smooth rollout and delivery by collating and analysing feedback and presenting this to the various stakeholders in a constructive format.

About you

As this is a job share, it is essential that you are motivated by collaborating with peers and colleagues in the wider HR Function on related matrix projects being prepared to chip in and pick up work where it is needed and when required.

With an ambitious work plan you need to be comfortable leading on and work autonomously to drive L&D events and projects such as the Leadership Programme or rolling out the new Performance Development Programme with the support and supervision of the L&D Manager.

Presentation skills and a confident and positive nature will be helpful as there may be time when you will need to present ideas and proposals to various Senior Leadership Groups and staff networks or occasionally even Executive Team. You will be working closely with line managers on identifying and delivering individual training needs.

Furthermore, digital learning and virtual delivery is a key aspect of this role as the organisation continues to evolve and develop their blended learning environment so having a strong analytical mind-set and being data led is an essential quality.

You will be CIPD qualified (or equivalent) or working towards it with a minimum of 1 Year post qualification L&D experience in a fast paced environment where you have been supporting or executing L&D Strategies and Programmes.

It is key that you can evidence leading on and promoting EDI initiatives.
