An exciting opportunity has arisen to lead Brighton and Hove City Council’s Information Rights Team. This position is permanent and full-time, although a job share will be considered.

About the role

This is a highly strategic and customer focused role reporting to the Assistant Director for our Customer, Modernisation and Performance Insight service.

Recognising the importance of information rights in supporting democratic engagement and the wellbeing of residents, a dedicated Information Rights team was created in January 2022 to manage this key customer service function.

You will be responsible for establishing, implementing, maintaining, monitoring and continually improving a comprehensive Information Rights framework to ensure we have a robust, compliant and cost-effective framework in place and ensuring the council can meet its legal obligations, including timescales under the General Data Protection Regulation, Data Protection Act 2018, Freedom of Information Act 2000 and associated legislation. You will also be the named contact for the Information Commissioner’s Office (ICO) having oversight of internal reviews and ICO casework.

You will be responsible for leading, managing and developing a team of Information Rights Development Managers and Information Rights Case Officers (currently around 15 staff) and will be accountable for delivery of the team’s work in a timely and efficient way.

This role is an exciting opportunity for you to have a real impact by using your expertise and credibility to influence corporate performance, processes and resourcing within the council. Alongside management and development of the team, you will operate as a conduit across all Council directorates, providing support to and challenging Executive Directors and Heads of Service to ensure responses to information rights cases are timely, accurate, legally compliant and offer the best possible outcome for the customer.

You will promote good governance and best practice and be relentless in the pursuit of service improvement, seeking every opportunity to drive out inefficiencies and make all information rights processes as effortless and effective for the customer as possible. 

The team are currently working in a hybrid way. Applicants may work flexibly but will attend the office where service demands require it. Should working from home not be possible, safe office accommodation is available.

About you

You will have:

  • Substantial experience in the field of Information Rights case handling
  • Experience of applying business process management techniques to deliver improvements and efficiency and developing and implementing new ways of working
  • Experience of developing relationships and communicating sometimes complex and sensitive issues effectively, proactively and sensitively, with various internal and external stakeholders including customers, Councillors, MPs and all levels of management
  • Direct experience of leading and managing a team including, experience of forming and developing a service with high levels of complex casework and customer/internal staff demands.
  • Strategic and operational work planning and target setting
  • Excellent communication skills – both written and verbal and the ability to produce clear reports and to proactively report to managers the appropriate level of detail.
  • Ability to quickly acquire expert knowledge of the classes of information held and used across the entire Council and the Council’s areas of service.

Additional information

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
