As part of our ongoing commitment to our residents, the Regeneration Directorate was established in 2018 to deliver the council’s aspirations towards - providing affordable homes to local people, boosting the local economy and enhancing opportunities for local businesses.

We currently have a number of programmes underway aimed at achieving our strategic objectives. In addition to building affordable homes, we are also working on community led projects such as our ‘Romford Masterplan’, which outlines planned developments to Romford Town Centre and surrounding areas. Other programmes include creating a greener environment, protecting Havering’s heritage and bringing together diverse communities through shared community spaces.

About the role

The Head of Development takes responsibility to manage, coordinate and progress the Council’s development, regeneration and growth strategies, placing Havering as an attractive place to live and work. Taking a collaborative approach to partnership working, the Head of Development builds and maintains long-standing relationships with various internal and external partners, including the GLA, Transport for London, London Councils and beyond, guided at maximising investment opportunities across Havering.

Working closely with the Assistant Director of Planning, the role takes responsibility for ensuring proposals are considered by the Local Planning Authority, whilst supporting pre-application guidance, planning performance agreements and other appropriate mechanisms for developments across Havering.  Key to this is the importance of place making and early provision of infrastructure to support existing and new communities.

The Council has also set up 3 JVs to deliver one of the most ambitious house building programmes in local government.  This role leads on the oversight of those JVs including the delivery of new homes for local people.

Aligned to our values of being a supportive Borough, the role promotes a high quality service provision, collaborating with the Head of Inclusive Growth, to identify how development and regeneration can add social value. A core element of this work includes employment, skills and work support programmes to improve the employability of local residents.

About you

This role offers you the opportunity to mould the Council’s regeneration development strategy for the future, so we’re looking for someone who is forward-thinking, ambitious and customer centric. With the ability to persuade and motivate teams to try different approaches, you will have great interpersonal skills to influence and change ways of working.

We’re looking for a strong, capable leader with proven experience in managing large scale change and development programmes. You will also have a good understanding of regeneration, with specific exposure to either housing development or estate regeneration. 

You’ll have experience of working within a similar role, delivering an exceptional service for residents, businesses, and partners. Although you may not have public sector experience, you’ll have a good understanding of the local government landscape, which will support your understanding of the various needs of the service.
