Croydon is one of the largest London boroughs and the council is committed to preventing and reducing homelessness; one of the roles of the Housing Needs & Assessment Service is to undertake enquiries and make decisions about the council’s duty to homeless people.
This is an opportunity for enthusiastic people with housing and/or legal experience who share our commitment to join a service which makes a difference to the lives of homeless people whilst ensuring scarce council resources are allocated fairly and appropriately.
The role involves formally reviewing homelessness decisions undertaken by officers in the service in accordance with statute, case law and the Homelessness Code of Guidance. This includes decisions about eligibility, homelessness, priority need/vulnerability, intentional homelessness and local connection as well as the suitability of accommodation offered by the council and the prevention and relief duties under the Homelessness Reduction Act as well as consideration of any discretionary powers to accommodate, as appropriate.
You will be working in a pressured environment with constantly shifting deadlines and priorities and will largely work independently, managing your own caseload within local and statutory timescales with the support of an experienced manager and other professional colleagues.
The role requires reviewing officers to keep meticulous records and draft detailed and comprehensive decision letters capable of judicial scrutiny and you must be confident in dealing with legal representatives and other advocacy services as well as service users. You will be expected to demonstrate your well-developed analytical skills and also your flair for creative problem solving as well as knowledge of the relevant legislation.
